Hushssss!!!! Finally the Management delivered its special dish “Khichdi” cooked with full month preparations of HR Month:

After extensive, day and night deliberations and analysis of entire data available in BSNL offices and updated in ERP, finally the long awaited transfer and posting order is issued now, thereby creating mixed feelings among the executives about approach of management in dealing with simple issues in such a complex manner.

The Long awaited HR month output has been delivered by the BSNL Management as on the name of Special and Delicious Dish “Khichdi” initially by making a wait of six months followed by a special one month wait of April 2025 as HR Month.

It is surprising that on the same day two different orders with the same order number are issued and in one order the posted Circle of some executives is shown different and in another order, posted Circle is shown different and which is a serious breach of trust as now executives are under confusion which order is to be followed. First Order <<<>>>  Second Order <<<>>>

We have tried to confirm which order is the final order, but the concerned officers have not yet confirmed, as the fact is that the officers issuing orders may not be aware about it.

Everyone in BSNL is surprised, astonished and in deep shock to see such Khichdi Transfer Order issued by the BSNL Management and some have still not come out of this shock for the last two days as nobody in BSNL is able to clarify what is the basis of issuing these transfer orders.

It is crystal clear that this ‘Khichdi’ is cooked by someone, who is either not aware about the needs of BSNL or who has the intention to spoil the life of executives in BSNL by giving such sweet poison.

This is the best example of how a simple issue when dealt by the more intelligent Officers, depending on data rather than practical requirements can spoil even simple and easy dishes like Khichdi.

We understand that the intention of dealing with issues in a special manner was good but as an excellent chef who prepares all dishes well but serves it in one plate by mixing all, thereby making it Khichdi, the same situation is seen in this Transfer Order.

Most unfortunate part of this transfer order is that it is issued by keeping aside the well-defined and existing BSNL transfer policy and time to time guidelines issued by DoPT and DoT and in a mechanical machinery approach against the good HR approach followed in BSNL for years together.

We are astonished to see such a worst order when the BSNL HR unit is headed by the excellent HR minded Officers in BSNL viz. Dr. Kalyan Sagar Nippani, Director HR, who is till now known for his best HR approach towards the executives and Pers Section issuing this order is headed by Shri Rajeev Kaushik, PGM Pers who is known for his simplicity, great approach towards executives and who has a deep understanding of the rules and policy guidelines of BSNL.

By observing the ongoing activities in BSNL Corporate office we were sensing some surprising output of extensive study of transfer posting, but we never expected such an astonishing and puzzled order wherein everyone has to apply brain for understanding this transfer cum promotion order which was never seen in the long history of BSNL or DoT.

First time, we have seen the limited role of Officers working in Pers Section, SEA Section, BW Section, EW Section, Arch Section, TF Section in consolidating the data and supplying information as and when called by BSNL Management and many of them are not aware how such order is being issued as surprisingly some of these officers are also transferred at places where they have not opted or are not at all willing.

It was quite possible for issuing separate transfer posting orders in routine manner viz. AGM LICE Posting Order, Tenure Transfer Order, OTP Request Transfer Order, Transfer order to meet shortage but due to instructions of CMD BSNL to issue all the Transfer posting order together in single order, instead of feeling good, it has become mixed feelings and even the promoted AGMs and others who got posting to their choice Circle are also not able to share their happiness.

Out of total 740 Officers included in this transfer order, 205 are LICE Promoted AGMs, 191 are old transfer orders to be implemented, 153 are transfers issued under head long stay even though many of them are not in long stay list and 191 are OTP Request Transfers.

If we critically analyse, then we find that Total 205 AGM Promotions considered, 15 are retained in the same Circle, and five requests for posting on promotions are considered and 185 including Proforma promotions are transferred out of Circles.

Total 191 SDEs/AGMs who were transferred under long stay during the last two years and who were to be relieved by 31/03/2025 and now these executives are being relieved adding their names in this order, making this order as bulk order.

Mass unrest is created by mixing all types of orders and making it a slow poisoning sweet dish which cannot be digested even by the executives who are waiting for their Sweet Dish of AGM LICE promotions and OTP Request Transfers when all these executives were waiting for the orders for a long time.

First time in History of BSNL the mixed Khichdi order is issued by including the SDE to DGM level Officers, including officers from different wings in single order.

The worst combination never seen before in BSNL and now followed in this order is that Promotion Order is mixed with Transfer posting order totally devaluating the prestige of any Promotion that to be after appearing LICE with deep study on highly challenging syllabus for one year and prolonged wait of more than year to clear avoidable court case and such strange approach of BSNL Management has created mass unrest among the executive who are waiting for justice at least under HR Month declared by Head of BSNL.

BSNL has a well defined and binding guidelines to deal with the Transfers from tenure stations wherein on completion of tenure rather before completion of tenure, the transfer order of executives serving at all India Hard Tenure stations is issued. But unfortunately, it is seen that the executives from tenure stations are also transferred on pick and choose basis and this never happened in BSNL, rather earlier we have seen BSNL Management working very proactively to issue Transfer orders before three months and issuing binding directions to controlling officers to relieve tenure completed executives within fixed period of 15 days, but here tenure transfer orders were not issued for last six months and when Transfer order is issued after such prolonged wait, names of many executives who have completed All India Tenure are dropped and are deprived from Transfer.

BSNL has a well established policy for consideration of OTP Request under which earlier requests were considered on a quarterly basis and then modified as six monthly by issuing an official modification in guidelines. But this time nothing is modified in the existing OTP guidelines but this order is named as annual order meaning this is a single order being issued annually.

Many executives who are waiting for consideration of their OTP Request Transfer Orders which are not issued since January 2024 as orders finalised for June 2024 OTP requests were kept on hold by CMD BSNL stating that it will have negative impact on targets and growth of BSNL. Even the implementation of earlier transfer finalised in Month of Dec 2024 was kept on hold by CMD BSNL and it was firmly assured to us that all these pending OTP requests of two OTP windows i.e. July 2024 and January 2025 will be issued on 1st April 2025.

When all were expecting Transfer orders in HR Month, forget on first April, the order was not issued even on 1st May and association leaders are being trolled as treating it as April fool Month in place of HR Month assurance by BSNL Management.

Nobody was aware about the actual posting to Circles and even though we had a meeting with PGM Pers and Director HR at 1900 Hrs of 02/05/2025, it was only assured that the transfer order will be issued today and nothing was shared with criteria followed in it.

We also have not asked much details as all our requests, concern and suggestions were principally agreed by PGM Pers and Director HR as due to prolonged delay with no desired output in HR Month, we were also under pressure from the executives waiting for AGM Promotions and OTP Requests which reached to thinking level that whatever may be order but let it be issued without further delay.

We are also astonished to see the following issues in this so called mass transfer posting order.

  1. The posting Circle of many executives under last two years long stay transfer orders and who were not relieved on administrative grounds is changed and are now transferred by changing their Circle without any request to different Circles, which they never opted for.
  2. OTP transfers from BSNL Corporate office are given consideration even to excess Circles and names of executives who have not completed two years are also considered in OTP request transfers andwe fully appreciate such HR approach of the Management.
  3. But the same principle is not followed for other Circles including Tenure Circles OTP transfer orders and it has created mass unrest among the executives.
  4. The intention of Management is good as it aims to fill vacant posts of executives in West Bengal, Kerala, Karnataka, Maharashtra and Gujarat Circles and we also support this. But the management has forgotten that shortage in these Circles is due to mass long stay transfers issued in the last three years from these Circles.
  5. Also it is quite possible to fill up all these vacant posts from the executives who have submitted their own cost OTP requests and are eagerly waiting for their Transfer order.
  6. As a classic example it may be seen that in this order total 68 Executives are posted to Kerala Circle, but more than this OTP Requests are pending for Kerala Circle. If all such OTP requests at own cost are considered, then a huge amount being wasted on transfer posting can be saved.  
  7.  But unfortunately, the own cost OTP requests which are pending in hundreds of numbers for these Circles are not given consideration and the executives from other Circles are transferred to these Circles on pick and choose basis as no criteria is followed in transferring executives on long stay basis.
  8. From the pattern of transfers issued it seems that the executives who are served any charge sheet till today are transferred under this pick and choose Inter Circle transfers and they are directly punished without and before completion of investigation and defined inquiries to establish the charges against them and when some of them are free from the charges.
  9. In a merciless approach, the executives from all India Hard tenure stations are transferred to stations which are faraway places and this is against the DoPT/DoT guidelines for executives serving in all India Hard Tenure stations. 
  10. As per BSNL transfer policy, options are to be called before issuing any inter Circle interest of Service transfers, by listing the executive due for such transfers to meet shortage, but same is not followed here and all of sudden the transfer orders are issued in hazardous manner as per wish and will of person who has decided the place of posting on transfer.
  11. While relieving of the Executives transferred in last year, the pick and choose approach continues as names of many executives who are under transfer but not yet relieved are missing from this order and confusion continues on their relieving or retention as nothing has been mentioned in this order.

12.There are many executives who have already been transferred and joined at a new place of posting and now in this order they are again transferred for a second time. Someone who has joined in one Circle as per earlier order is shown transferred to another Circles.

  1. First time in the orders is mentioned that all promoted AGMs are to be posted at SDCA level wherein no post of AGM is justified as per the Restructuring norms.
  2. In restructuring norms, even JTO post is not justified for hundreds of SDCAs and merely one post of AGM exists in hundreds of OAs, then how these AGMs can be posted at SDCA level is a matter of concern.
  3. This happens when BSNL has issued orders for posting of MTs as OA Head, here in a contradicting order, AGMs are being posted as SDCA in charge wherein at some places even full-fledged JE also is not posted as on today.
  4. This is devaluation of AGM Posts and we feel the same is being done either with deliberate intention or may be due to lack of knowledge/ information about actual and practical working of BSNL by the officer who has taken the decision to post AGMs at SDCA level.
  5. If Management really want to post AGMs at SDCA level then we most welcome this decision but it should be done after making required changes in Restructuring Norms by creating AGM posts at SDCA level, wherein about 3000 SDCA are existing in India and these 3000 AGM post will cover all SDEs eligible for AGM promotions including SDEs in list 13.
  6. If BSNL creates minimum two SDE/JTO posts under these AGMs at SDCA level, all the JTOs eligible for SDE promotions and all JEs eligible for JTO promotions will be getting their due promotions and it will be win-win situation for BSNL management as well as to the executives and JEs waiting for their due promotions.
  7. We find a pick and choose approach in the transfer posting order as no uniformity is seen in the pattern of Transfers being proposed in this order.
  8. The criteria of posting to a nearby circle, which is well defined in written policy of BSNL, is not followed and executives are posted at faraway places.
  9. First Time in the history of BSNL, Executives from J &K Circle, HP Circle which is at north side of India are posted at extreme south corner of India i.e. Kerala Circle.
  10. In a most pick and choose approach which is clearly visible, some of executives transferred under long stay transfers from BSNL Corporate Office are specifically posted to NCR area of HR Circle which is nothing but posting in Delhi, then what is the use of namesake long stay transfers for specific executives.
  11. It is understood that these officers have joined BSNL CO from the NCR area and never worked out of the Delhi NCR area. It is important to note that there are other officers in BSNL CO who are excellent hands for earning Crores of revenue for BSNL, but they are posted out of the NCR area and posted to the far away Circles.

24.Further excellent officers from BSNL CO on AGM promotions posted in nearby Circles, but not relieved on administrative grounds are now posted to the far away Circles and these specific long stayed officers are posted to NCR area.

25.When many officers are posted from one corner of India, and excellent officers in BSNL CO are posted to different Circles, why these specific officers are posted within Delhi NCR area is under question. This exposes some out of office dealing in giving posting to specific officers.

26.There are other Circles like J&K Circle, where acute shortage of executives is seen for a long time and tenure competed executives are not relieved for want of a substitute, and are not given consideration for meeting shortage. Surprisingly there is a waiting list of officers for J&K and other tenure Circles, but instead of posting additional executives, some executives from these All India Hard Tenure Circle are transferred to Non-Tenure Circle.

27.This action creates doubts on real intention of Management to meet shortage at different Circles as many executives from Northern and North Eastern Circles presently posted to extreme South Circles could have been posted to these Circles and hardship to these executives would have been avoided.

  1. Further, even though it has been always propagated by the management to exclude the best performing executives from long stay Inter/Intra Circle transfers and same was part of Transfer posting SOP 2025-26 proposed by PGM Pers, but while issuing these transfer orders, the said principle is shown dust bin as we see many excellent officers are transferred under long stay transfers.

29.Further BSNL Transfer policy has defined that executives with age 56 and above will not be transferred under Inter Circle Transfers, but here executives who are left with merely six months period for superannuation retirement are also transferred.

  1. We are astonished to see threatening language used in this Transfer posting order, which was never used in BSNL or DoT in earlier days.
  2. The posted Circles of some of non-relieved Executives who were transferred under OTP requests are modified to different Circle and are being punished for official mistake of controlling officer for not relieving the said officer as per orders from BSNL CO.
  3. As per transfer policy, the requests on spouse working grounds are to be given consideration but the same is not given consideration in many cases, rather orders are issued for separating husband and wife.

33.The executives with age 56 and above years are immune from transfers and request transfer of executives who are completing 58 years of age as on 31st March of that financial year is be given consideration but the same also not given consideration.

  1. Many of the executives were retained under well-defined transfer policy with great Human approach towards requests on critical illness medical ground, but the same also not followed and executives who were given consideration on these grounds are also relieved mercilessly.
  2. OBs of the Recognised Associations are eligible for immunity but no consideration is given to this facility. But in dictatorship, the executives who have been retained by granting immunity till Sep 2026 i.e. recognition period as per third MV, are being relieved in this transfer order within 15 days period.
  3. Though all these genuine issues represented by the affected individuals are pending at BSNL CO without desired action well within guidelines of BSNL transfer policy for want of justice, it is directed CGMs that they should be relieved even though they have represented on genuine grounds well with policy guidelines and even when these cases are recommended by BA/Circle Heads with authentic verification.
  4. Earlier also, such transfers were issued, but there was some uniformity in the transfer orders with due respect to transfer policy guidelines, but this time even this minimum level HR approach respecting transfer policy is missing.

38.We all are aware of what happened to those officers who played with lives of the Executives and their family members by issuing unwanted long stay transfers, unfortunately no lesson has been taken from all these happenings on such harassment transfers in BSNL.

39.In special case under clause 9 it was written that Management reserved rights to modify posted Circle as per administrative requirement making it clear that these transfer orders are not as per administrative requirement and issued as per wish and will of certain officers. By understanding it, now the said clause has been withdrawn by issuing a separate corrigendum. Copy <<<>>>

  1. As per prevailing guidelines, the joining time to join the posted place on any promotion is 40 days, but in the stage approach, only 15 days’ time is given when each and every executive promotion is transferred and posted to a new Circle. Out of that 15 days three days have gone as orders are issued on Friday late night at 2100 Hrs, then Saturday and Sunday Holiday for Corporate office and merely 11 days are practically available excluding coming Second Saturday and Sunday for submission of representations and its consideration by the Pers section of BSNL CO.  
  2. Executives are surprised, when the Pers section does not get time to consider the representations submitted during last one year and duly recommended by Circle Heads, how it is possible to represent new cases and its consideration within Ten days in hand.
  3. Under clause 11, it has been instructed that within 15 days all the intra Circle and Inter Circle Transfers are to be implemented, which means the working of BSNL at about 2000 Executive positions will be badly affected within the 15 days period and it will have a direct impact on growth of BSNL.
  4. Under clause 13 it is directed for strict adherence to past posting and officers are not to be allowed to continue at the same place/same post/same vertical. But same guidelines are not followed at BSNL Corporate office as many officers are continued for the same section throughout their life.

44.As per new guidelines under clause 14, the working strength among Circle and BAs and BA/OA HQs is to be maintained at 10% ratio, which is next to impossible due to diverse and scattered working of BSNL across India.

  1. In the last week itself, DGM WL/Sports has issued orders for suspending Sports and cultural activities, where in years expenditure is in few lakhs.
  2. When management is worried about saving a few lakhs of rupees, then there is no justification for issuing such mass transfer orders of about 600 Officers @ of minimum one and half lakh per head making it total expenditure of Nine Crores which is a good amount and the same can be saved.
  3. CMD BSNL has always proposed reducing the number of court cases and huge expenditure thereof, but such orders issued in violation of BSNL Transfer policy guidelines and against well-defined principles, will call for more court cases which will again waste a good amount of hard earned money of BSNL.
  4. It was quite possible to fill up the vacancies in a practical manner with no cost to BSNL, but the same is totally missing in this order.

Though there are many negative and adverse actions seen in this order, we also find certain good actions in this order, which are as follows.

  1.  To keep on hold the implementation of Orders in case of executives who are representing for consideration of retention, cancellation modification on genuine grounds till their representation is given due consideration by Corporate Office.
  2. The AGM LICE promotion orders which were expected in first of March 2025 and were not issued even in special HR month after repeated assurances by CMD BSNL, even it was discussed to cancel AGM LICE promotions, now the same has been materialised and now Promotion orders are issued separately with mixed posting orders Posting and it is good that finally AGM LICE promotions are made effective.Copy <<<>>>
  3. Tenure transfers which are issued on quarterly basis were not issued for the last five months and finally issued giving partial relief to the tenure completed executives.
  4. As OTP transfers were not issued after the January 2024 window, there was uncertainty on consideration of OTP Requests and the same has been cleared as partial OTP requests including that of two years completed and in some cases consideration is given subject to two years completion.
  5. This partial order is a ray of hope for others whose requests are not given consideration and all should hope for their request transfers.
  6.  It is good to see that the directions are issued to Circle Heads for not issuing intra Circle transfers on completion of 20 years and now such officers are given the opportunity to opt for Choice deficit Circles in the next OTP window.
  7. It is assured under clause 21 that chronic medical cases and exemption on medical grounds with proper entry in ERP will be given due consideration as per prevailing guidelines and all such requests are to be forwarded by Circles to Director HR with due recommendations and ERP Entry.
  8. It is mentioned that GM and above level transfers will be done by the Corporate office which are practically done by DoT
  9. The circles are empowered to decide posting on sensitive and non-sensitive posts and there will not be any interference from BSNL CO.

As such there are mixed responses on this Khichdi Order, but overall more negativity is spread with such highly intellectual orders with lack of the practical approach as per the requirement of BSNL and this needs to be cleared by corrective action.

In view of unrest among the executives, one emergent online meeting of SNEA CHQ OBs and Circle Secretaries was held yesterday i.e. Sunday, 04/05/2025 and all these issues are discussed in depth. After elaborate day long discussions, it was finally decided to take up matter with BSNL Management for required corrections in this Transfer posting Orders to give consideration to the following points.

  1. Posting of LICE Promoted in AGMs to the same Circle wherever vacancies are available and to nearby Circles having AGM vacancies with option to individual as per fresh request /representation by individuals.
  2. To restore joining time on AGM Promotions to 40 days instead of present 15 days.
  3. To review restructuring norms for posting AGM level officers at SDCA level as proposed in this order and create about 3000 new posts of AGMs, 4000 New Posts of SDEs and 4000 Posts of JEs so that the directions in this letter are truly implemented.

4.To continue to issue all OTP Requests Transfer Orders from Non -tenure stations on six monthly basis and from all India tenure stations on Quarterly basis as per the existing guidelines.

  1. To issue Transfer Orders of all Tenure Completed Executives as well as of the Executives who will be completing their tenure at All India Hard Tenure stations in coming six months.
  2. To publish the vacancy position of all by excluding long stay and AGM Promotion Transfers in this order.
  3. To give priority consideration to all incoming Requests toWest Bengal, Kerala, Karnataka, Maharashtra, Gujarat and other Circles like J&K Circle facing acute shortage including requests before competition of two years tenure so that artificial shortage created due to avoidable long stay transfers during last three years is restored.
  4. The vacancies remaining after consideration of all OTP Requests, the remaining 50% vacancies may be filled by calling options from other willing or long stayed executives from Circles having excess strength in that cadre. Remaining shortage of 50% if not filled through OTP or by Long stay transfers from excess Circles may be filled by next year or from promotional posts by giving due consideration to pending promotion ns.  
  5. For consideration of all pending OTP Requests on completion of two years from all Non-tenure Circles.
  6. For due consideration to Transfer policy guidelines while issuing the Transfer orders, which is missing in this order.
  7. Not to punish executives by issuing Inter Circle transfers just because they are and were issued a charge sheet as this will totally demotivate executives and no one will dare to work fearlessly which is needed for achieving high targets of BSNL and one will continue his approach in saving self before any interest of BSNL.
  8. Not to punish executives by issuing Inter Circle transfers just because they are applicants in some court cases.

By understanding the unrest among the executives due to this Khichdi Transfer orders and serious issues against Transfer policy guidelines and non-adherence to guidelines issued by DoPT/DoT. GS SNEA has immediately taken up matter with CMD BSNL which was surprised to note such serious issues in this transfer order.

We are glad to inform that Respected CMD BSNL was kind enough to convey that his office is considerate and all the issues will be given due consideration but all will be done on mission “BSNL First”

As per discussions and persuasion with BSNL Management by SNEA as Recognised Majority Association of BSNL, we are hopeful for resolution of all such genuine requests well within Transfer policy guidelines by BSNL management. In the past also, SNEA has successfully resolved such manmade issues by dialogue and discussions with the Management and this time also we are confident for the same.

On basis of our discussions and persuasion with BSNL management and response thereof, we are hopeful for consideration of all genuine grievances and issues created due to this ‘Historical Khichdi Transfer Order’ and let us be happy with the fact that AGM LICE promotions are issued after long wait, Process of consideration of OTP Requests which was kept on hold for last one and half year has restored and the fresh representation of affected executives will be given consideration with “BSNL First” Policy as directed by CMD BSNL.

In this mixed feelings, we congratulate all the SDEs promoted as AGMs and also to executives who have got OTP Request transfer as opted by them, and firmly assures all the affected executives in BSNL in general and members in particular for pursuing for consideration of all genuine requests and only required is that one has to submit their representation through proper channel giving all the genuine reasons and supporting documents in support so that requests is given due consideration.

If required, the copy of this representation may be shared by email to the concerned DS/CS SNEA, so that genuine requests are pursued by SNEA for kind and sympathetic consideration by BSNL Management.
