Since day one the Khichdi Transfer order has been issued, SNEA CHQ is pursuing for corrective action on this order well within the guidelines issued by BSNL, DoT and DoPT. We have submitted detailed feedback to Director HR and PGM Pers in the Formal agenda Meeting held on 05/05/2025 and we were continuously pursuing the justice and relief to the affected executives.
We are thankful to all our CS and DS for giving detailed feedback on each and every issue created in this and individuals affected due to this Transfer Order. With such timely and constructive feedback, we have taken up matter with all first by personally on one to one basis discussions and then with a letter dated 12/05/2025. Copy <<<>>>
It was and is a really hard task to convince CMD BSNL as he does not accept the submissions just on say and need supporting documents for justifying our say. We must appreciate that many CGMs also have given timely and right feedback to CMD BSNL and this proactive action on part of certain Circle Heads supported the stand of association for the need of corrective action in this order.
It was a really tough time to break the ice on this issue creating mass unrest among executives as the Management was of the firm opinion that nothing is wrong in this order and association leaders are making foul cry and were of the opinion that executives will accept the orders once relieved. As such, we seen attempts from certain Circle/BA Heads to relieve all the officers under transfer by taking 16/05/2025 as last date for implementation of this transfer order and joining place of posting and some of the executives who have got OTP requests or who are posted on promotion in same Circle or Circles where they do not find any issue in accepting this transfer order and in joining place of posting have joined. But the others who have genuine issues are waiting for justice by submitting representations to PGM Pers BSNL CO.
We have listed out all the issues and are pursuing corrective action and it was said that no corrective action is required and only a few specific that to be individual cases may be submitted for consideration. We have kept our focus on getting issues cleared from root cause and not to satisfy by just settling a few individual cases and hence not responding to the call of some specific requests.
We have listed out and submitted many issues in this letter dated 12/05/2025 and earlier also in formal meeting the details were submitted. Copy <<>> Initially we tried to convey the grievances and issues in this order to PGM Pers, then to Director HR and both have agreed to the concern expressed by us, but nothing was moving and we were getting only assurances.
Many have lost hopes and feeling helpless in this critical conditions and some were busy in expressing their frustration on what’s app and social media under impression that nothing will happen as it is difficult to convince CMD BSNL, but SNEA CHQ continued efforts by taking matter repeatedly with all even with Director HR who went on leave for personal reason and while on leave also he is responding with positivity.
Thus, we have to convince everybody on our say and we could successfully explain all the details to each and every officer and finally to CMD BSNL that there are critical issues in this order and it seems that deliberate attempts are made in disturbing the executives when quite possible solutions are available to give respectful posting to these executives by calling options by declaring vacancies.
Even though in the meeting with SNEA on 08/05/2025, CMD BSNL was convinced to certain extent that there are issues in this order and he was kind enough to issue instructions to Director HR for looking into submission of SNEA, nothing was moving and we were running from pillar to post. Hence, we have again taken up matter with CMD BSNL and requested for relief to affected executives.
On the issues and concern raised by SNEA in letter dated 12/05/2025, initially it was not responded positively except assurance for corrective action, but SNEA had different meetings with PGM Pers, Director EB BSNL Board who is looking after the charge of Director HR and OSD to CMD BSNL and we have narrated that the Transfer Policy guidelines issued by BSNL, DoT, DoPT and HR approach followed in Government setup is not followed.
PGM Pers has taken note of all our submissions with ample patience for understanding issues and our say and assured that he will convey the same to higher officers to the extent possible but added that he cannot assure what will be the final outcome.
We also had a meeting with the CMD BSNL and he has directed us to discuss all the issues with Dir HR and PGM Pers and firmly assured that they will take care and assured that this team will be considerate on all these issues.
In the late evening of 14/05/2025, GS SNEA and GS SEWA had a meeting with Director HR/EB and updated him in detail.
We have elaborated all the issues to Director EB/HR about each and every point we have raised concern and have successfully convinced him on the issues happened in this order and how it needs corrective actions. He was kind enough to go line by line and point by point and he was also surprised to know such extraordinary issues.
We have updated him discriminations and need of corrective action for consideration of left out OTP Requests from Tenure as well as non-Tenure Stations, time of 40 days for acceptance of promotion, the same Circle & nearby Circle posting for AGMs promoted in LICE against vacant posts, immunity cases, wrong stay counting cases and so as mentioned in letter given by SNEA. He categorically asked us case wise details and supporting documents and we have given certain available documents and remaining we will share tomorrow.
After understanding issues to the depth, he expressed that he is just looking after charge of Director HR and he cannot take decisions on the regular & major issues and advised us to take up the same with regular Director HR and asked for urgent issues if any.
Hence we have requested for restoration of 40 days time for acceptance of promotion and withdrawal of the limit of 15 days for joining at the transferred place so that representations given by individuals can be given consideration.
Director EB/HR was also surprised that how this 15 days is mentioned against the 40 days followed by BSNL and questioned why this issue has not been brought to notice of CMD BSNL who is always considerate to all such guidelines. Then we were asked for guidelines issued by DoPT and we have submitted the same. DoPT <<>> BSNL <<>>
Then on 15/05/2025 also we have elaborate discussions with all concerned Offices/Officers and finally convinced Management that 15 days time is not sufficient to accept the promotion and join at Transferred place and if it is not matter of transfer and joining at same place, we do not have any issue in acceptance of promotion within 15 days’ time.
Finally, with all such exercise and persuasion, the corrigendum is issued for giving 30 days time for acceptance of promotions with additional joining time as per extent guidelines.
Though this corrigendum is of few lines it speaks volume and clears certain critical issues created in the order dated 02/05/2025 viz.
- The Circle/BA Heads have to relieve these executives on transfer in the given period of 30 days from date of order i.e. before 02/06/2025. It means in this case, the transfer order needs to be served to the promoted executive before 02/06/2025.
- The 30 days time is given for acceptance of promotions and one has to decide on acceptance or refusal of promotion in these 30 days and no forceful relieving during this period.
- Thereafter, one has an additional maximum 10 days are in hand to join the place of posting and in any case he/she has to join the place of posting within a period of 30 days plus joining period permitted as per distance from place of present posting and place of posting on promotion and transfer.
- If not joined in this given time, he/she will not be allowed to join and has to forgo promotions and continue working in cadre earlier to promotion.
- The decision on cases of not joining the transferred place of posting within 40 days will be decided by the BSNL Corporate office.
- Request for modification for transfer on promotion will not be given consideration after 30 days from the date of the Promotion Order.
- This order is applicable for all wings and cadres and hence this 30 days time is available for all to represent their grievances and wait for its consideration.
- BSNL CO will take decision on all such representations within 30 days from the date of promotion order and this is firm assurance for consideration of genuine grievances within a fixed time frame and this is the beauty of this letter.
- This is also binding order for all the Circle/BA Heads to relieve all the officers under transfer in this order including that of OTP requests within 30 days from date of transfer order and this will definitely give relief to executives who are harassed by controlling officers by not relieving executives on name the posting and joining of substitutes.
Thus all these executives who were having genuine issues and have represented for its consideration , have got breathing time and relief from tension of joining a new place of posting under force relieving done by some of Circle/BA Heads.
Now they may continue to work in present place of posting and take decision on acceptance of promotion within 30 days of Promotion order and join place of posting as per time permissible for joining depending on distance from working place to place of posting on transfer, but at any case, one has to join on promotion within 40 days.
This corrigendum is the first breakthrough and basic step in successful persuasion of the issues created by this Khichdi order and we are hopeful for the similar response further on genuine issues and concerns raised by SNEA and also by individuals in their representations.
In the similar manner of keen persuasion, all other issues and concerned raised by SNEA will be peacefully and successfully pursued for giving justice to affected executives including individual grievances from all cadres and wings.
We convey sincere thanks and gratitude to Shri. A Robert J Ravi, CMD BSNL for consideration of the Request and persuasion by SNEA for giving time for acceptance of promotion and joining thereof in tune with DoPT Guidelines and keeping word that Management is considerate on all such genuine issues.
We convey thanks to Dr. Kalyan Sagar Nippani, Director HR BSNL Board for his positive response and efforts for resolution of HR issues through dialog even while on leave.
We convey special thanks to Shri. Sudhakar Rao Papa, Director EB who is looking after the charge of Director HR during leave period for his such positive response for understanding issues and giving conclusive shape with proper submission of issues to CMD BSNL and getting it cleared as an urgent issues.
We convey sincere thanks and appreciation to Shri Rajiv Kumar Kaushik, PGM Pers BSNL CO for handling such critical issues with peace and calm nature and thereby respecting the guidelines issued by BSNL, DoT and DoPT. SNEA CHQ was and is always hopeful for such a positive response from BSNL Management with proper dialogue, keen persuasion and justified submission on all other issues and concern raised by SNEA.
Meanwhile, SNEA has consolidated all the requests received from Circle Secretary concerned and submitted the list to PGM Pers BSNL CO for kind consideration.

These details are consolidated as per feedback from CS SNEA concerned and if any name is missing in it , the same may be please intimated with a copy of representation to CS concerned, the same will be updated, submitted and pursued accordingly.
Though we are pursuing for early consideration of these pending individual requests and hopeful for sympathetic consideration of genuine cases in the given time frame, it may take some time more as Regular Director HR is on leave and will return back on 23/05/2025 and executives who have genuine issues have not to be panic at this stage and take decision on accepting transfer and joining new place of posting by understanding and analyzing issues and circumstances.
SNEA will continue persuasion of all these issues further till issues are resolved in favor of affected executives and one has to support it by submitting the representation with supporting documents, sending it through proper channel and mainly by keeping patience and faith on genuineness of issues he/she is facing with self-critical analysis and persuasion by SNEA at all levels.
