On Friday 13/06/2025, evening hours, GS SNEA had a meeting with Shri. A. Robert J. Ravi, CMD BSNL specially for pursuing for consideration of representations received against the Transfer order dated 2 May 25 and for consideration of pending OTP Requests.
GS expressed concern about non-consideration of even single requests received for changes modifications and also non-consideration of any OTP request including that from All India Hard Tenure Stations and requested for early consideration of it.
GS also shared that though it has been repeatedly agreed by the management for consideration of all pending OTP Requests, no single request has been given consideration in the last 40 days. Even the assurance for consideration of pending OTP Requests from All India Hard Tenure stations by the last working day of the week is also not adhered to.
GS also shared that in the first time in the history of BSNL even requests on genuine medical grounds duly recommended by Circle Heads with due entry in ESS Portal are not given consideration which has created overall negativity among the executives in BSNL.
GS drawn kind attention of CMD BSNL towards fact that in Dec 2024, all the OTP requests were given consideration and order also was shown to us, but it was his intervention on name of Target period that the finalised OTP Transfer Orders were kept on hold with directions to implement it in April 2025.But by keeping aside these orders, now fresh order is issued wherein many names in earlier order are missing.
GS narrated CMD BSNL that the day to day persuasion by SNEA including many requests to him as Head of BSNL, we have always received very positive response from his side including directions to PGM Pers and Director HR for consideration of genuine Requests, but final outcome is still not seen.
GS categorically shared the mass unrest among the affected executives which is directly affecting the morale of the executives waiting for consideration of their requests and requested CMD BSNL to give relief to all these executives waiting for their pending OTP Transfers and for desired changes in the transfer order issued as represented on genuine grounds.
CMD BSNL responded that he is busy with so much other work and he has already issued instructions to PGM Pers for consideration of genuine requests and PGM Pers is working on it.
GS updated that though he has repeatedly instructed PGM Pers, no action has been taken by PGM Pers. CMD BSNL expressed that it should not be like that and PGM Pers has informed him that he is working on consideration of certain requests and orders will be issued shortly.
GS categorically explained that since the issue of transfer orders we have many meetings with PGM Pers and Director HR and also, we have submitted all details in writing and repeatedly pursued but nothing is given consideration and hence there is need of intervention from the high office of CMD BSNL.
CMD BSNL was of the opinion that all these transfers are well within the powers of Director HR and as CMD BSNL, he has no role in it and again directed us to take up matter with Director HR.
GS narrated that we have discussed with Director HR just before coming to his office and nothing was seen as an outcome and he was just assuring that issues are being given consideration by PGM Pers.
GS submitted that SNEA is not requesting for anything special or out of rules but we are requesting for review of the issued transfer order and consideration of pending OTP transfer orders as per guidelines issued by BSNL and its uniform applicability for all executives.
GS made it clear that if this simple request submitted by us is given consideration by BSNL Management with priority to Own Cost OTP requests to fill up vacant posts as desired by him then all issues and hardship faced by the affected executives will be resolved & cleared.
GS also narrated the guidelines issued by BSNL CO for consideration of OTP Requests and stopping unwilling transfers from All India Hard Tenure stations and requested for giving due consideration to it and on this also CMD BSNL directed us to discuss with PGM Pers and assured that he will instruct him to give consideration resecting services rendered at All India Soft Tenure stations, to all such requests by SNEA respecting policy guidelines.
GS submitted that SNEA has given detailed proposal for review of the Transfer order, issuing pending OTP requests, cancellation /issuing transfer orders as per requests by individual on principals of Transfer policy i.e. respecting age criteria as prescribed in Transfer policy, correction of stay/ break in length of Stay in the Circle by tenure stations, due consideration of representations etc.
It was also submitted that many of SDEs promoted as AGM under LICE quota have submitted refusal of promotions as their request for modification is not given consideration due to unavoidable issues and genuine reasons, but many of them are till ready to join at transferred place if their refusal is rejected and the posted Circle is modified to nearby deficit Circles as requested by them.
CMD BSNL gave patience hearing to our say and responded that as directed by him, PGM Pers is taking care of all such issues and directed GS to have some more patience and assured for consideration of some of the representations/requests in the coming week.
GS requested not to stretch this issue further as it is already at the last point of patience of affected executives and give consideration to the proposal submitted by SNEA which is well within the policy guidelines which will safeguard the interest of BSNL management as well give relief to the affected executives.
CMD BSNL assured to give consideration to some requests starting from the coming week and GS conveyed thanks for the same. We are hopeful for consideration of some of the genuine requests this week. Let us hope for the best.
