Flag Hosting and Inaugural Session on 19/05/2025:

The actual proceedings of 32nd All India Conference commenced with the ceremonial hosting of the Association Flag in the highly inspiring and wonderful campus of Ravindra Bhavan, by President accompanied by all other CHQ Office Bearers, Circle Secretaries, CWC Members, Delegates & Observers from all corners of India and leaders and activist of SNEA MP Circle.
The air was charged with high energy as spirited slogans echoed through the venue, symbolizing unity and the unwavering spirit of the association. Photos<<>>
All the leaders and activists entered Ravindra Bhawan Auditorium with slogans of Unity, SNEA Zindabad, BSNL Zindabad.
The actual proceedings of the House started with the lighting of the ceremonial lamp by all the CHQ OBs and Circle Secretaries, symbolizing an auspicious beginning.
The house observed a solemn two-minute silence in reverent memory of departed souls and the victims of the Pahalgam attack, reaffirming the deep-rooted values of respect by SNEA fraternity and remembrance.

Shri. R.K. Deepak, CS SNEA MP Circle, in his welcome address from Host Circle gave a warm welcome to CHQ Office Bearers, Circle Secretaries, CWC Members, Delegates & Observers including dignitaries & guests from all corners of India. He extended heartfelt greetings to all. He emphasized the power of unity and collective effort in steering SNEA towards even greater achievements. He updated the house about the heritage of the historical MP Circle and the history of Bhopal City. He informed the house that his team has made all possible arrangements for this meeting and appealed to contact him or his team for issues if any faced by the participants. In conclusion, he once again gave a warm welcome to one and all and assured continued efforts for giving best possible support for the grand success of the AIC.
In the Presidential Address, Shri. Manish Samadhiya, spoke passionately about the achievements of SNEA, celebrating the unwavering commitment of its members. He called upon delegates to remain resolute and visionary, embracing innovation, unity, and adaptability in navigating the ever-evolving telecom ecosystem.
After this Internal session, the Proceedings of Formal Inaugural session started which was virtually attended and addressed by

In the welcome cum keynote address, Shri. M. S. Adasul GS SNEA gave warm and respectful welcome to all the dignitaries virtually present in the Inaugural session and appreciated their love and affection towards SNEA members. He specially appreciated Director HR who was attending Meeting while he was on tour to Japan . He also gave a warm welcome to all CS, CWC Members, delegates, Observers, members from MP circle. In his address, he has drawn attention of the Management towards a wide spectrum of issues ranging from HR policy reforms and organizational restructuring to technology adoption and leading towards welfare of BSNL Executives. He emphasized that SNEA, as the largest and most progressive association of officers in BSNL, has always stood at the forefront of advocating reforms that empower employees while safeguarding the public-sector ethos. He highlighted the consistent efforts by SNEA in ensuring transparent, merit-based promotions, timely settlement of long-pending HR issues and the need for streamlined grievance redressal mechanisms. He called for urgent attention to stagnation in executive career progression, finalization of the long-pending Approval of upgraded Standard Pay Scales, 3rd PRC implementation, and revision of perks and allowances, among other critical issues. While appreciating efforts and approach of the BSNL Management, he stressed for certain immediate actions from Management for trust building among executives by resolving certain issues discussed and assured in different meetings. He reiterated the need for mutual respect and cooperation between BSNL management and executive associations. He categorically explained that we are not mere employees, but we are the architects of revival of BSNL and appreciated the selfless efforts made by BSNL executives in revival of BSNL and requested management to support the executives by resolving the pending HR issues . His speech concluded with a passionate appeal for unity, renewed activism, and collective vision.
Dr. Kalyan Sagar Nippani, Director HR, BSNL Board in his very inspiring and highly motivating Inaugural address expressed his heartfelt congratulations to SNEA for the successful organization of the 32nd All India Conference in such grand manner. He acknowledged the crucial role played by executives in driving BSNL operations, especially during difficult phases such as the VRS transition, network modernization, and post-pandemic recovery. He appreciated constructive contributions by SNEA in policy-making, noting that growth story of BSNL is incomplete without recognizing the selfless efforts of its executive cadre. He reassured the house that the Board is actively examining the key HR issues raised by SNEA, and that the management remains open to regular and structured dialogue. He stressed the need for agility, professionalism, and digital orientation among all cadres to align with the emerging business goals of organization. He informed that he is having one meeting approximately daily with GS SNEA in late office hours for reviewing critical HR issues. His team is having regular deliberations on the issues raised by SNEA and trying best at their level to get the issues resolved step by step. On a lighter note he added that since he is addressing the Inaugural session from Japan, and hence this All India Conference of SNEA has become an International Conference. He further said anything with the intention of BSNL First is always appreciated by BSNL Management. On the recent transfer order and issue raised by SNEA, he appreciated the concern expressed by SNEA for following transfer policy and assured that management will consider the suggestions given by SNEA and also assured for priority consideration of the genuine issues and requests. In his very affirmative address, he stressed for resolution of issues with dialogue and expressed happiness that SNEA is on forefront for the same. He declared the formal inauguration of the All India Conference of SNEA and conveyed best wishes for grand success of this Conference. In conclusion of his address, conveyed thanks for giving this special opportunity for direct interaction with leaders of SNEA all over India and he firmly assured for resolution of HR issues with proactive approach and early settlement of certain HR issues pursued by SNEA.
Shri Pappa Sudhakar Rao, Director EB BSNL Board, in his address conveyed warm wishes for the grand success of All India Conference of SNEA and acknowledged the deep association between SNEA and the enterprise wing of BSNL. He categorically mentioned that during his services at different places in BSNL, he has always witnessed the very active role and co-operation from SNEA leaders and SNEA has been always on forefront for all development related activities. He added that many suggestions given by SNEA are worth and are always welcome. He emphasized the increasing importance of enterprise services in revenue mix of BSNL and lauded SNEA for mobilizing technical talent and leadership to support key projects like NOC, FTTH provisioning, MPLS-VPN services, and Government connectivity contracts. He categorically underlined the active role of SNEA members and leaders in overall growth of BSNL and particularly in field units with omni presence at each and every corner of India. He urged the executives to continually upgrade their skills and adopt customer-first thinking as BSNL aggressively moves into high-demand business areas like cloud services, 5G, and private enterprise solutions. He called for a renewed culture of accountability and responsiveness, and affirmed the openness of management to working with associations to address operational hurdles. In conclusion of his very positive and affirmative address, Director EB conveyed thanks to SNEA for given such great opportunity to connect with executives from different corners of India and assured to total co-operation from BSNL Management to SNEA and firmly assured for taking care of all issues related to bandwidth and Backbone requirement as per requests and feedback from field units.
Shri. Rajeev Kumar Kaushik, PGM Pers BSNL CO in his special address, praised balanced and professional approach by SNEA in dealing with sensitive HR matters. He assured delegates that the Personnel Section is actively prioritizing critical issues such as promotions under various streams, Transfer Policy and inter-circle transfers and the long-awaited restructuring of executive cadres. He reiterated that cooperation, not confrontation, is the key to resolving legacy issues and building an organization where performance and fairness are rewarded. He invited SNEA to provide concrete inputs in upcoming consultations regarding service condition improvements, digital HRMS upgrades, and transparent roster maintenance. He informed that the issues raised by SNEA as majority Association are being given consideration on priority and assured for resolution of current issues raised by SNEA.
Shri. S. P. Singh, PGM Admn/ Estt/ Training and Recruitment BSNL CO, congratulated SNEA on organizing the 32nd All India Conference. He apprised the house that in the current scenario it is important for all executives to work with the vision of BSNL first and do all out efforts for all round development of BSNL. He appreciated efforts taken by SNEA and its leadership in pursuing the pending HR issues. He added that timely feedback from Associations is always helpful for Management. He narrated how some of HR issues raised by SNEA are under consideration and examined by the committees constituted for the same. He concluded his address with thanks to SNEA for giving this opportunity to interact with BSNL executives and assured for all possible support in resolution of HR issues being pursued by SNEA.
Mrs. Anita Johri, PGM SR/RSTG BSNL CO in her address conveyed best wishes for grand success of the All India Conference of Majority Representative Association. She commended enduring commitment of SNEA to executive rights and its continued engagement with the Staff Relations branch. She highlighted the critical role of SNEA in maintaining industrial harmony, particularly during difficult restructuring phases and appreciated the way issues are being vigorously pursued by SNEA leadership in an non-agitational approach. She encouraged continued dialogue, emphasizing that staff relations must be built on trust, timely communication, and mutual accountability. She acknowledged the increased participation of women executives and welcomed this as a sign of diversity and strength within professional ecosystem of BSNL. She also affirmed that BSNL is committed to addressing all grievance-related issues sensitively and within reasonable timelines. In conclusion of address she assured for continued support from SR Cell and readiness for resolution of HR issues with regular dialogue of Majority Association with BSNL Management and assured that SR cell will continue to arrange such dialogues between Majority Association and BSNL Management and also conveyed thanks to SNEA for arranging online session and opportunity to interact with leaders of Majority Association.
In conclusion of the inaugural session, Shri. Manish Samadhiya, President delivered a heartfelt vote of thanks to all dignitaries and guests who attended this Inaugural session virtually and also conveyed thanks to SNEA leaders and activists present in the jam packed Ravindra Bhawan and in online mode from all over India. He expressed profound gratitude to the entire SNEA leadership, senior BSNL officials, distinguished guests, and each participating delegate for their unwavering support, spirited involvement, and contributions toward making the inaugural session of the 32nd AIC an inspiring and unifying success
The inaugural session started at 1100 Hrs concluded with vote of thanks to all the signatories and virtual felicitation and vote of thanks by 1330 Hrs and the leaders and activists were blessed with motivational, confidence building positive addresses by the dignitaries and guests who specially joined this Inaugural Session virtually and made an impressive remark in minds of participants of AIC with a note of hope, determination, and renewed purpose.
