SNEA CHQ has received many queries about status of One PSU One Association proposal submitted by the three Major Associations viz. SNEA, AIGETOA and AIBSNLEA and possibility of finalization and acceptance by BSNL Management. .
Apart from this it is noticed that some individuals and groups are spreading that as One PSU, One Association Proposal is being finalized hence there is no need to opt for membership of any association and existing members of the Associations are being pursued for quitting or opting out the membership.
In this regard, it is to inform that the unanimous proposal submitted by the three Major Associations viz. SNEA, AIGETOA and AIBSNLEA, which covers 99.5% of paid membership of the BSNL Executives has been agreed by the Committee Constituted for the same and was processed for approval of BSNL Management, but the same is returned with query to ascertain the functioning of Associations in the other PSUs and this work of confirmation of factual position from other PSUs is under progress.
It is a fact that in all PSUs only one Association is existing and there is no such process of Referendum of associations and special opening of yearly window for Changeover Membership and it is a routine process.
We are hopeful that after confirmation of facts from Other PSUs, the proposal of One PSU, One Association will be moving ahead further, and we will update its progress accordingly.
But it is unfortunate that by quoting this proposal under consideration some individuals and groups are approaching some existing members of associations during this Membership Changeover window and misguiding that as Proposal of One PSU One Association is at final stage, there is no need of continuing Membership of any Association rather they are forcing to opt out/quit the membership of existing Associations.
Here it is to inform that Associations have proposed to defer the Membership changeover window for Executives, but as you know the same was not responded positively by the Management and Membership Change Over window is opened from 16/06/2025. It is seen that some forces working against this strongest unity of Executives in BSNL are spreading misleading information and misguiding executives to opt out membership of existing Associations.
All executives in BSNL have to analyze that whatever we have achieved till today is just because of the active role played by leaders of all Associations at all levels and in absence of such active association/s our life would have been miserable.

We have also received many queries about the achievements of SNEA as Majority Association and we have listed out certain issues we have successfully pursued in the recent past and we have achieved some goals in favour of Executives in the BSNL and also certain issues pursued step ahead towards its consideration. Hope all these details will clear doubts on proposal of One PSU One Association and will also underline the need of joining all Executives under the banner of SNEA or any association of his/her choice for betterment of Executives in BSNL.
As of today, Associations are only supporting hand for executives in BSNL and no one else is with us in these most difficult days we are facing now and it is need of time that we all together strengthen the Association/s of BSNL Executives.
We appeal to all the executives in BSNL not to come under the trap laid by some forces always working against Unity of BSNL Executives and be united by continuing Membership with SNEA or any Association of your choice till the proposal of One PSU One Association is finalized.
We specially appeal to about 5000 Executives who are not part of any Associations in BSNL, please join SNEA or any other association of your choice and be part of Stronger Unity of BSNL Executives which is need of time for successful pursuing critical financial issues pending with DoT viz. 3rd PRC and Upgraded Standard pay scales which are affecting our day to day life.
With support of you all and with continuous persuasion by Associations, many of the issues are now in pipelines and we are hopeful for certain positive response and its consideration during this crucial year with very strong and positive recommendations of the Parliamentary Committee and with Net Profit in two consecutive Quarters of Financial Year 2024-25.
Apart from these crucial issues pending for long time with DoT, some HR are issues pending with BSNL Management and please note that all these issues can be resolved with Stronger Unity and we do not have any option for it.
We are aware that many of the executives are affected by consideration and non-consideration of their names in the recent transfer order dated 02/05/2025 and no corrective action since the last two months. We are continuously pursuing the issues related to transfer posting and we are hopeful for corrective action from the BSNL Management.
At this crucial time, joining all executives with Associations will definitely help in successful persuasion of these issues.
Hopefully proposal for One PSU One Association will be given consideration positively but till time the existing structure of Multiple Associations as per REA Rules will continue and it is need of time that about all executives are part of SNEA or any other association of his/ her choice for resolution of these issues in favour of BSNL executives and we are hopeful for positive response to this appeal by all executives of BSNL.
