On Friday, 01/08/2025 at 1930 Hrs GS SNEA had a meeting with Shri. A. Robert J. Ravi, CMD BSNL in presence of Dr. Kalyan Sagar Nippani, Director HR BSNL.
This meeting was mainly focused on delay in resolution of HR issues and consideration of OTP Requests from Non-Tenure Circle for the last two quarters and forceful relieving of executives by neglecting their pending representations on genuine grounds and so on.
Starting the discussions, we once again requested for clearing disputes in Promotions of the Civil /Electrical wing executives, which has been repeatedly assured to us but not resolved for the last one year. We categorically brought to notice of CMD BSNL that hearing in the combined court cases on the subject is scheduled in the second week of August 2025. We submitted that a timely decision on this issue will clear all these court cases and will avoid any further complications due to the court case thereof.
But CMD BSNL reacted that we are coming with issues only but executives are not working in the field units and directed us to ask them to work. We have responded that all the executives are giving their best in very odd conditions and it is not correct that executives are not working. We added that there is lack of motivation among executives due to non-settlement of HR issues and even their grievances.
CMD BSNL was of the opinion that he is doing everything for executives but he is not getting output from executives as desired by him. We responded that after repeated requests from us, nothing has been resolved by the management and we have been given only assurances by the Management for a long time. We submitted that these issues are decided at below level and submitted to him by concerned verticals through Director HR but are pending undecided at his level.
We added that we are convincing executives to give their best and they are doing also but there is a need for concrete resolution of certain issues with final decisions by his office for minimum level of motivation.
We categorically brought to his notice that there is nothing given by Management rather avoidable compulsions are being created on the executives by putting non-constructive ideas like Digital Daily Diary, Mobile App attendance with face locking , non-consideration of OTP requests by quoting it as annual single transfer which is next to impossible but giving consideration to some request on pick and choose basis etc.
We elaborated that when Management is not in position to give the overdue financial benefits of executives for the last few years by quoting financial constraints but there should not be any issue in settlement of issues not having any financial implications including Own Cost OTP Requests.
We added that instead of any relief by resolution of pending HR issues, the executives are compelled to give more and more that to by paying from their pockets for the office work. In such a situation, how does management expect more and more output is a big question and management has to review its stand.
But CMD BSNL was of the firm opinion that Executives are not working and hence expressed his reluctance to decide anything including OTP transfers and again asked us to keep patience up to April 2026 for OTP transfers.
We responded that there is mass unrest among the executives due to non-resolution of HR issues and how hard earned Money of BSNL is being wasted in court cases. When many issues wherein court cases can be avoided and BSNL Money on court cases can be saved are not decided by him for the last six month to one year, even after weekly reminder by us to him, Director HR and PGMs concerned and how can management expect more and more output is big question.
After this CMD BSNL asked Director HR the details on this promotional dispute of Civil/Electrical wing and he informed that he has already submitted all relevant details in the last fortnight and assured to submit details again.
SNEA once again submitted a brief note on it and explained the factual position and how it is in the interest of BSNL as well as executives of BSNL. Copy<<<>> CMD BSNL went through it and directed Director HR to discuss it next week and once again assured us to decide this issue at the earliest.
On consideration of pending OTP Requests from Non-Tenure Circles for the last two Windows and from Tenure stations in current window, CMD BSNL expressed that now it has been decided by him that the Transfer posting will be annual matter and instructed Director HR to see that henceforth no transfer posting issue will be discussed till April 2026 and he given consent for the same.
We asked how it can be an annual transfer order only in case of OTP Requests, when the Pers section is issuing one or other transfer orders every day. We also narrated that already clear guidelines are available on issuing OTP Requests on six monthly basis and these were followed till his joining and the same has been kept on hold by him in December 2024 when order was issued and ready to publish.
CMD BSNL asked Director HR about the status and Director HR confirmed that OTP Requests are not considered for all executives but few are given consideration in recent orders.
On this, CMD BSNL said that whatever possible cases are given consideration and it is not possible to give consideration to all OTP requests and the association should not expect consideration of 100% Requests.
We categorically brought to his notice that in recent transfer orders Pers section has transferred executives to the Circles at Company cost wherein Own Cost OTP Requests of many executives are pending and they are ready to join at their own cost. We shared that we would like to know reasons for the wastage of BSNL money on such Company Cost Transfer orders with wastage of few Crores of Rupees neglecting Own Cost Transfers wherein no expenditure is involved but the same was not responded by CMD BSNL.
We added that surprisingly the names of executives whose OTP Request was considered in Transfer order of Dec 2024 are not at all seen in order dated 02/05/2025 and many more new names were added on pick and choose basis and this is a serious matter of concern and we stressed for its consideration.
CMD BSNL again expressed that whatever transfer orders are issued is final and no further transfers will be issued and all have to wait for next year and all these requests will be given consideration in April 2026. He again stressed that transfer posting should be completed in Month of April and May every year by single Transfer order and no business of transfers will be continued throughout years.
We tried to convince CMD BSNL on how request transfers are being taken care of only through a six monthly OTP windows and it is not a regular or daily transfer order matter as per feedback with him. We also narrated how Six Monthly OTP Requests is well accepted by the Associations and also by all the Executives and by Management also, but since last one year initially it was kept on hold and now given consideration in pick and choose manner.
But instead of understanding facts, he reacted that he is aware how the worst transfer postings were done and how transfers of 2022, 2023 and 2024 were not implemented till 2025. We have responded that all the retentions were done as per the administrative requirement and other retentions are given as per genuine grounds which are well defined in transfer policy. But CMD BSNL continued with his stand and stressed on his stand of annual transfers and next Transfers will be issued only in April 2026.
We have reminded CMD BSNL that he has assured in similar manner while keeping on hold already issued OTP Request Transfers in December 2024, but he has not kept word. We asked when the words from the highest authority of BSNL are not respected, how can we believe that words/ assurances this time also will be adhered to. We asked when the already given words are not followed, how can we believe in similar words again this year and we cannot fool executives by such repeated false assurances. We also narrated that we will also have no issue of annual transfer orders if all such requests are given consideration in uniform manner.
CMD BSNL categorically told that it is not possible to consider all requests and the association should not expect for consideration of all OTP requests at any time.
We narrated that we never expected consideration of 100% OTP Requests in the past and not expecting the same now also. But there was uniformity and transparency in earlier transfers which is totally missing this time. We added that we have categorically brought all such issues to the notice of PGM Pers and Director HR with examples thereof and we have not received any clarifications/justification on such biased and pick and choose consideration of OTP Requests.
We added that we are getting assurances that all such issues will be sorted out but nothing is happening for the last four months except consideration of order 30/06/2025 that to be personally considered by you. We also narrated that there are many cases having similar background as that given consideration in orders dated 02/05/2025 and 30/06/2025, but these requests are not given consideration.
We narrated that if management is able to convince us the basis and idea behind such pick and choose approach giving priority to some cases without completion of two years and non-consideration of some OTP requests to same Circles from other executives who are waiting for their own cost transfers on completion of three years, we will surely convince these executives to wait till April 2026, otherwise Management has to consider pending OTP Requests without further delay and give equal justice to all.
On this CMD BSNL asked Director HR about the factual position but as usual he just assured to look into all such issues and confirm it after discussions with PGM Pers.
We updated CMD BSNL that there is a feeling of cheating among BSNL Executives by the BSNL Management as it was assured for us for April 2025 as HR Month, but no single HR issue was settled in this so called HR Month.
We made it clear, if orders are being issued in such a pick and choose manner, how can we get convinced that transfer orders are issued in transparent manner and how can we convince executives to believe on concept of annual transfer may be confirmed to us so that we will also try to convince affected executives and if we are convinced with say of the Management then we will definitely appeal them also to believe on such concept of Single Annual Transfer Order.
After elaborate discussions, CMD BSNL informed that Director HR has taken the decision for issuing Annual Transfers and as CMD, he is supporting his stand and issues if any may be discussed with him. We responded that we are also informing the same that stand taken by Director HR for only annual transfers is not correct, non-sustainable and impracticable and added that we are requesting him as CMD BSNL for corrective action for consideration of pending OTP Requests of all Executives in Uniform manner, thereby giving justice to remaining Executives who are waiting for similar justice.
We submitted a brief note on our stand on consideration of OTP Requests and CMD BSNL handed over the same to Director HR for further course of action on it. Copy<<<>>

CMD BSNL asked Director HR about it and he submitted that all these details were submitted to CMD BSNL in the last fortnight and if required the same will be again submitted a fresh.
After an elaborate submission by SNEA, CMD BSNL finally directed Dr. Kalyan Sagar Nippani, Director HR to look into all the issues submitted by us and brief him in the next week and see that a conclusive decision is taken on these issues.
In conclusion, we conveyed thanks to CMD BSNL and Director HR for sparing time for discussions on these burning issues and assurances for settlement of these issues.
We will continue to pursue all these issues including pending OTP Request Transfers and we are confident that we will get some positive results in the coming days.
Meanwhile, we have to give concern about non-factual feedback with CMD BSNL that all executives are not working and hence BSNL is not in profit and there is a need for more and more output as desired by him. Though we do not agree with the general statement that executives are not working, as we know that the majority of executives are giving their best by having double or more workload than justified and they are giving best in the odd circumstances. We appeal to others to join hands in this mission with full energy and see that doubts on the working of executives are cleared to better extent.
It is fact that till somebody is not able to give his/her best as expected by CMD BSNL and we appeal all executives to review why he/she is not able to give best and the reasons or difficulties faced by them if any in giving such results as desired by CMD BSNL may be shared with controlling officers and details may be shared with Shri Suresh Kumar, AGS Tech SNEA CHQ {Mob 09447004747} by email on sureshagssnea@gmail.com
We will bring all such consolidated facts and difficulties to notice of CMD BSNL for factual feedback and corrective action required by BSNL management and also bring it to the notice of CMD BSNL factual position that Executives are giving best, but there is need of minimum required support and motivation for more and more output in the present working conditions.
