After meeting of AUAB leaders on 18/11/2025 and after analysing and reviewing the progress on different demands raised by the Unions and Associations of BSNL, it was decided to have meeting with CMD BSNL and accordingly request was submitted on same day. But due to the busy schedule of CMD BSNL, the time was given to All Unions and Associations on 25/11/2025. Copy<<<>>
Accordingly the meeting of General Secretaries and the representatives of the Unions and Associations in BSNL was held with the CMD BSNL on 25/11/2025 in presence of Director HR and PGM Estt having additional Charge of PGM Admn, Pers, SR, Rstg, Trg, Rectt etc.
At the outset, Convenor AUAB expressed displeasure on the poor and casual handling of HR issues and mainly he raised concern about two months’ time taken in processing proposal of Wage negations after signing of agreement by Recognised Unions. We reminded CMD BSNL that this delay happens even with his firm assurance to expedite the process once agreement is signed by Unions.
In response, the CMD BSNL assured that necessary action would be taken to place the proposal in the next MC meeting, after resolving the objections raised by the Finance Section. PGM Estt with all other additional charges informed that the proposal is being made perfect in all respect so that it should not be returned from DoT with any objection.
The leaders further expressed dissatisfaction regarding the slow progress in settling the HR issues of both the Executive and Non-Executive employees.
Responding to say of Leaders on resolution of HR issues, CMD BSNL at his own reminded Director HR what happened to the decision he has announced in the Dr. Babasaheb Ambedkar Jayanti Programme by SEWA CHQ to change the name of CTO Sabhagar Eastern Court to Dr. Babasaheb Ambedkar Sabhagar, wherein Director HR informed he is repeatedly talking with CGM CNTxN Delhi, but he has not acted on his repeated directions.
In response, we pointed out that though Director HR is talking regularly with CGM CNTxN on this issue, the issue is not decided even after six months of public announcement made by CMD BSNL on which Director HR got annoyed and said that leaders are complaining against him even after his supportive actions from his side.
CMD BSNL intervened and directed him to take immediate action and see that CTO Sabhagar is renamed in respect of Dr. Babasaheb Ambedkar without any further delay and meet the public promise on this subject.
During the discussions, the leadership also strongly criticised the manner in which the Management handled the issues related to the Tamil Nadu and Chennai circles and not adhering to repeated assurances given in meetings held in the chamber of Director HR for keeping on hold the Agitational programme started all over India. We categorically reminded that issues were discussed in depth and it was assured by Director HR that GM HR TN and GM HR CHTD who are main culprits in misguiding CGM TN will be transferred by 26/11/2025 and it was appealed to us to keep on hold agitational programme.
We added that by now one month passed and meantime every persuasion it was assured that GM HR TN who is basically Shri Tulsi Raman, Jt GM Arch is given Charge of GM HR TN locally by CGM TN against order of BSNL CO not to give any local GM Promotions and GM HR CHTD Shri Bhaskar, who is working in CHTD Circle for last 12 years i.e. from 2014 will be transferred from present Circles and it was assured for consideration of appeals against punishments sympathetically.
In response CMD BSNL reacted that he has not assured any transfers and we have categorically pointed to the discussions held in the chamber of Director HR with three hours wait for confirmation of the same from CMD BSNL and minutes issued thereafter with a gentleman promise by Director HR to settle industrial unrest in CHTD and TN Circles latest by 26/11/2025.
But in a strange attitude from the gentleman Director HR Dr. Kalyan Sagar Nippani, with U-turn from his firm assurances and promises, he first joined with the stand of CMD BSNL that no such assurances were given and we reminded him categorically about discussions held in the meeting and how he was waiting for concurrence of CMD BSNL to confirm before issuing minutes of the meeting and how already drafted minutes were diluted with intervention of CMD BSNL.
After this crystal clear picture by leaders, Director HR took a total U-turn from his assurances and in a very strange and total arrogant tone which was never expected from him, he told that though he had assured earlier now he is informing that GM HR TN and GM HR CHTD will not be transferred at any cost. Perhaps he was trying to protect him from the anger of CMD BSNL for taking dual stand or stand against some earlier directions by CMD BSNL.
This betrayal was the turning & twisting point of the discussions and it was a direct breach of trust between Management and Unions/Associations and the picture became crystal clear that the words of Director HR BSNL have no meaning and only words of CMD BSNL are final in BSNL.
Then CMD BSNL intervened and assured that issues of appeal submitted by affected executives in CHTD Circle are being taken care of but he was firm on no transfers of long stayed GM HR CHTD Shri Bhaskar and unofficially promoted GM HR TN Shri Tulasi Raman and also CGM TN Shri. Parthiban even after pointing out all wrong doings by Trio and happenings against rules and guidelines of BSNL.
Concluding hot discussions on betrayal of assurances given by Director HR, the CMD BSNL agreed to the proposal by Convenor for looking into burning HR issues of Executives and Non-Executives and asked to submit a list of such issues.
We reacted that many such lists are already and repeatedly submitted by Associations with categorisation to deal with HR issues with ease viz. HR issues with no financial impact, small financial impact and certain minimum financial impact, but nothing happened on this list in the last one year and even simple issues like benevolent fund, sabbatical leave, promotional proposals with zero financial impact on BSNL and firmly agreed by CMD BSNL are not decided for the last one year.
But Convenor shared that we will submit the separate list of burning HR issues of Executives & Non-Executives and requested CMD BSNL to look into the issues.
Thus, this meeting concluded with strong displeasure by the leaders of Unions and Associations on poor HR approach by present Management and with one more assurance by CMD BSNL to look into these issues witnessing dual stand of Director HR during discussions with Unions and Associations in his chamber and in similar discussions in the chamber of CMD BSNL.
