Delegation of SNEA consisting Shri. M. S. Adasul, GS SNEA, Shri. Balvant Sharma, AIVP SNEA CHQ and Mrs Anu Agarwal, CS SNEA BSNL CO had a meeting with Respected Shri. Jyotiraditya M. Scindia ji, Honourable Minister of Communications & DoNER at Jodhpur Officers Hostel, C-Hexagon, India Gate, New Delhi on 26/12/2025 and conveyed sincere thanks and gratitude for continued support being extended for growth and development of BSNL. We conveyed that with the special efforts of his high office and keen monitoring BSNL has achieved the herculean task of developing Indigenous 4G Mobile Network thereby becoming Pride of Nation, which has been publicly appreciated by the Respected Prime Minister of India. We conveyed sincere thanks, gratitude and highest appreciation for his great and grand support to BSNL, which was not seen in history. Copy<<<>>
Respected Shri. Scindia ji accepted our greetings , appreciated our concern and conveyed thanks to all BSNL workforce for their devoted efforts and providing services at every corner of India. He specially mentioned that his vision is to see BSNL as top performing Company of the World and for that all possible efforts will be taken by the Government of India led by Respected Shri Narendra Modiji and informed us to convey this message to all Officers and Employees of BSNL.
Further, we have requested for kind intervention of his high office for resolution of certain important HR issues of BSNL Executives. The details are as follows.
- Upgraded E2 Standard Pay Scales for affected JTOs/JAOs:We have submitted detailed representation on this subject and narrated that when Government of India is supporting BSNL in all possible manner, the executives of BSNL who are working at front for providing services at difficult locations are facing huge financial losses as the Pay Scale of about 15000 Executives is reduced in one sided action and even after corrective action is requested BSNL and agreed by DoT, the issue is not resolved due to missing the mention of the affected executives in the Presidential Order dated 18/03/2017. This issue is pending at both the ends as DoT has taken stand that this Presidential Order issued is clear and is implemented by BSNL and BSNL has responded that there is nothing new in this orders for JTOs/JAOs who joined BSNL on or after 01/01/2007 and it covers only Pay Scales of JTOs who joined before 01/01/2017. We requested the intervention of his high office for clearing this dispute and giving justice to the JTOs/JAOs who are working day and night at frontline for providing Telecom services and achieving the different targets and completing projects of the Government of India. - Implementation of 3rd PRC for BSNL Executives: We submitted separate request letter on this subject and expressed that Honourable Minister of Communications and Government of India are supporting BSNL by all means and BSNL workforce working for fulfilling high Government to complete different projects and meeting aims of the Government for to affordable telecom services and not for Profit out of these services as requested under the affordability clause. As third PRC is not implemented, all the executives and employees of BSNL are working in Pay scales of Year 2007 and facing hardship in meeting day to day family requirements. Honourable MoC, immediately responded that he is aware of this issue but the implementation is not possible due to Affordability clause and directed us that all should put efforts in making BSNL profitable for three years then PRC is possible. We submitted that affordability clause is only a point against BSNL workforce and as BSNL is not working only for profit and providing services at remotest places of the country and chances of immediate Net profit that to be for continuous three years, is most difficult task or it may take long time. Not only BSNL but about all Telecom companies are facing losses which are mainly due to policy decisions and BSNL employees are not responsible for the same. We submitted that we have listed the points which supports for approval of third PRC to BSNL workforce and humbly requested to direct below level to look into issues as DPE has already directed for getting approval of Cabinet for implementation of third PRC in BSNL, but action is pending at DoT since 2020 with desired action. We added that now the wage negotiations of BSNL employees is also finalised and BSNL Management is working on completing further administrative process for its forwarding to DoT, the issues need to be re-looked at DoT. We submitted that Pay revision is already implemented to a group of officers working in BSNL and denied to the own workforce of BSNL. We also submitted that the Parliamentary Committee also has already recommended for the clearing this disparity, but no action has been taken by DoT. We submitted that we are ready to submit all relevant details but the matter has not been even discussed for the last five years. Honourable MoC responded that meeting affordability condition as per GoI directions is the way forward, but assured to look into the submission given by us with supporting points for granting PRC for BSNL and ascertain possibilities. - Need of consideration of HR issues of executive in BSNL:We submitted that though it is not direct matter of his high office, we need intervention of his high office as certain HR issues which can be resolved with even small financial impact or zero financial impact also not given consideration and the executives in field units are filling demotivated. We have discussed these issues with the BSNL management repeatedly and it has been agreed to settle some of these issues, but till no issue is resolved. Due to such delay and certain anti executive decisions taken in the recent past, it is a general feeling among the executives that Management and GoI is working against the interest of Executives. We added that issues with no financial impact can be resolved if these issues are looked in with due seriousness, which is lacking. We pleaded for intervention from his high office for settlement of these issues so that the executives feel that their issues are also being taken care of. Honourable MoC was astonished to know about such pendency of even on issues which do not have any financial impact and assured to look into HR issues submitted by the association. Copy<<<>>
- Need of Managerial Positions in BSNL:We submitted that when HR issues of serving executives are not resolved, efforts are made for Direct Recruitment of SET/DE DGMs with lateral entry that to be with wrong projection that it will be replacement of GM/PGM positions presently occupied on deputation. We narrated how SET or DGM Recruitment is not meeting BSNL requirement at GM/PGM level due to modified stringent conditions and requested for review of this process, giving scope to internal talent of BSNL, Honourable MoC assured to look into it.
In conclusion, we once again conveyed thanks and gratitude for support to BSNL and its executives and giving us some of his precious time for listening to issues of BSNL Executives.
