In response to the agitational notice by Unions and Associations of BSNL, an urgent Meeting was called by Director HR in his chamber on 08/01/2006 at 1100 hrs but it was held at 1200 hrs. This Meeting was attended by PGM Pers/SR, PGM Admn/Estt, PGM Legal and the General Secretaries of all participating Unions and Associations.
Director HR started meeting with welcome and expressing his concern over the issues raised by Unions and Associations and response and immediate action of the Management to redress the issues.
General Secretaries expressed displeasure over the continued negligence on the issues raised by us and not meeting any of the responses given by him in the past and expressed that management is forcing us for this agitational programme by not keeping repeated assurances. Even an most important issue recommendation of Wage Negotiation agreement related to all employees of BSNL is not given serious consideration for the last three months and there are no hopes for positive consideration on any other HR issues.
Director HR informed that as a special case the Wage Negotiation Agreement is being circulated among the Members of Management Committee and it will be approved within a day. He also expressed that transfer of GM HR TN which is in his hands will be given consideration and transfers of PGM HR CHTD and CGM TN are not in his hands but the matter will be reported accordingly. He added that any agitational programme at this stage will not give any result but will create negativity and issues under consideration will also be derailed. He appealed to withdraw the Lunch Hour Demonstrations and assured firmly for resolution of the issues.
We informed that similar assurances were given on 06/10/2025, but till today even DGM level transfer is not given consideration and there is no reason to believe on the assurances being given this time.
We informed that notice is given on 30/12/2025, but the meeting is called at last minute and it is difficult to withdraw the agitational call without any form, concrete written assurances. Director HR informed that minutes of the meeting will be issued wherein the details will be mentioned. But by this time, it was 1300 hrs, we informed that the final decision will be conveyed after receipt of the Minutes.
But only appeal was issued by 1300 hrs Appeal <<<>> and no minutes were issued and hence the Lunch Hour demonstrations were held all over India.
The Minutes of Meeting with Director HR cum a fresh appeal was not on the same day and it is issued by 1600 Hrs of 09/01/2026, wherein a fresh appeal is made with routine assurances. Copy <<<>>
