By taking serious note of resentment of BSNL Executives against one sided action by BSNL Management by issuing Notification of SET Recruitment, on 30/01/2026, SNEA CHQ has taken urgent and separate meetings with Director HR in presence of PGM Pers and CMD BSNL.
The details of issues raised with Director HR as well as CMD BSNL:
- We registered our strong protest against SET recruitment by BSNL.
- We have informed in clear words that SNEA will not allow Management to go ahead with SET Recruitment at any cost
- We added that SNEA has already resolved in our CWC Ahmedabad for opposing any external recruitment by tooth and nail and we are duty bound to follow it.
- We also demanded for pending HR issues which are not moving
- We expressed that Management do not have money to even pay Temporary advance for day to day routine maintenance, special allowances of J&K Executives, clearing the long pending burning issue of Standard Pay scales and implementation of 3rd PRC from where this money comes for SET Recruitment should be made clear and if money is available for SET Recruitment , the same should be made available for all these burning issues.
- We demanded that before thinking on any such External recruitment all these financial issues of serving Executives should be given consideration and we cannot tolerate such discrimination.
- We have expressed discrimination and issues and demanded that Management should make it clear how this SET Recruitment is beneficial for BSNL or otherwise listen our say how it is damaging to BSNL and its Executives.
- We demanded that Management should either follow rules as per PSU and stop lateral entry of executives through SET/DR DGMs or follow rules of DoT allowing lateral entry and grant 3rdPRC at par with DoT guidelines.
- This selective approach for applying PSU for granting benefits for BSNL Executives and applying DoT rules for recruitment of Executives will not be further tolerated.
- We added that SNEA will continue to oppose all such discriminations and biased actions by the management by tooth and nail.
- We made it clear that if management goes ahead with SET Recruitment even after this, we are ready for great struggle to expose the Management by all means including agitational programmes, Twitter campaign , spreading in social media about the inhuman treatment by BSNL management with serving executives and how future of SET in BSNL is dark, boycotting Management in all respects by not responding to any call and appeal by Management till SET Recruitment process is stopped.
Additional Issues discussed with Director HR:
- Director HR was of the opinion that these issues are discussed and decided at Top level and hence this process of SET recruitment is started for direct recruitment.
- We have shared letters written by all CSs protesting against SET Recruitment and messages posted on different groups and brought to notice of Director HR the mass unrest among the Executives.
- The Director HR gave us patience hearing and assured for the immediate action to take a review of SET Recruitment by Monday and update us accordingly.
Additional Issues discussed with CMD BSNL:
- We have brought to notice of CMD BSNL that there is mass unrest among the executives in BSNL as BSNL Management has not resolved any single issue in last six months and even small issues like Tenure Transfers, request for cancellation transfer orders and implementation of OTP Requests genuine, immunity requests etc are not given consideration by need of focus on achieving targets of March 2026 and Management is wasting time in issuing notification for SET Recruitment and HR has time for such non-productive works and destructive ideas against interest of BSNL and its Executives.
- We also narrated that now the executives are totally fed up with the inactive role of BSNL management on HR issues and such anti executives initiatives and there are chances that this unrest will blast any day if corrective action is not taken by the BSNL Management.
- CMD BSNL was of the opinion that this is a small issue which is being implemented as per provisions of MSRRs and this issue has been decided after understanding the needs of BSNL.
- We replied that we have already brought to the notice of Management how this is against rules of PSU, in violation of recruitment process of PSUs and since long registered our protest, but management do not bother to even discuss with Majority Association and he and his administration is behaving like a dictator.
- We added that neither Director HR nor PGM Pers has shared any good reason in support of SET Recruitment and in blind approach, this anti Executive action of SET Recruitment is started.
- We demanded that if management really has some ideas & intentions about SET Recruitment, the same should be shared or Management should be ready to listen to the say of executives and respect the feelings of thousands of the executives in BSNL.
- We expressed that since long SNEA is trying its level best to Convince Management for stopping useless SET Recruitment, modification in MSRRs for stopping lateral Entry in BSNL and allow Internal talent to occupy these managerial positions as per PSU guidelines and settle the mass unrest among the Executives in BSNL.
- After elaborate discussions, CMD BSNL agreed to serious concerns expressed by us and directed us to share all these details with Director HR/ PGM Pers and assured that he will instruct Director HR to take review as per the concern expressed by SNEA and decide the matter accordingly.
Thus, SNEA is trying its level best to convince Management to stop this useless and destructive SET Recruitment and we are still hopeful for a positive response from Management by stopping SET Recruitment.
We have already resolved in our CWC Ahmedabad for opposing any external recruitment by tooth and nail and we are duty bound to follow it.
If management do not keep its words and still goes ahead with SET Recruitment, let us be ready for great struggle to expose the Management by all means including agitational programmes, Twitter campaign, spreading in social media about the inhuman treatment by BSNL management with serving executives and how future of SET in BSNL is dark boycotting Management in all respects by not responding to any call and so on till SET Recruitment is not stopped.
Let us be ready for a big struggle on this issue and with united efforts, we will be successful in our mission of Stopping this SET External Recruitment.
