AGM Pers BSNL CO issued modification in the Annual Transfer order giving much relief to affected Executives by considering the requests given by individuals. Order -I <<<>> ORDER-II <<<>>
Both these orders are issued as per the representations by individuals and its keen persuasion by SNEA with PGM Pers, Director HR and CMD BSNL. We are happy to see that the fast relief by modification of transfer orders of 70 executives within 15 working days period is possible with sympathetic consideration of concerned expressed by SNEA in meeting with CMD BSNL on 13/05/2026 wherein CMD BSNL has firmly assured for review order by consideration of individual representations with required corrective action.
Two separate orders are issued; one by considering representations of individuals mainly containing the majority of non-medical ground requests and three medical ground requests which need fresh review of medical grounds and second order is review of Requests on Medical grounds and OTP Requests.
The first review order contains total 36 Requests by updating their stay particulars (19), considering request for withdrawal of OTP request & cancellation of transfer (05) , retention on medical ground (02) , Cancellation of long stay transfer orders by correcting stay particulars (05). Modification in posted Circle (05).
In the second review order total 24 medical ground requests are reviewed viz. last year deferred transfers are reviewed and rejected (10), Retention on medical grounds (06), OTP Requests for Change of Circle under old transfer orders (06) and change of Circle in this year transfer order on medical grounds (02).
While the genuine medical ground requests are given consideration, the transfer orders deferred last year on medical grounds are now rejected as the medical grounds on which they have represented are not part of list of medical condition notified by the BSNL CO or their requests are not recommended by Circle Heads as per the Medical requests guidelines issued by BSNL CO.
In earlier and this second orders also instructions are issued for consideration of genuine requests on medical grounds and the same needs to be understood by affected executives with proper compliance to ensure that his/her pending requests is given positive consideration.
The executives having genuine medical grounds but whose requests are rejected this time or not yet given consideration in these modification orders are requested to check the data of genuineness of their request as per medical ground guidelines of BSNL CO and still think that their case is fit in these guidelines and duly recommended by Circle Heads as per these guidelines and formats, then they should submit fresh representation for review and submit its copy to CS SNEA concerned, we will surely take all such requests and ensure that any executive having genuine medical grounds will not suffer just for lack of proper information.
The requests of Executives recruited under PwBD Category but wrongly transferred under long stay in the order dated 09/05/2026, requests of the left out Executives from all India Hard Tenure stations & All India Semi Hard Tenure stations and All India Soft Tenure stations and modifications in posted Circle of recently promoted SDE Civil are also under consideration and separate modification order will be issued for consideration of all these requests.
SNEA is also pursuing for consideration of requests of Executives whose names are missed just for a few days/months short period in tenure completion and we are hopeful that all such OTP requests missed due to short tenure period will be reviewed and given sympathetic consideration.
Some groups are spreading much negativity and creating fear in the minds of affected executives and some executives are feeling frustrated with panic and losing hopes as their names are not included in this first phase of review of Annual Transfers, which is not correct.
It may be seen that with continuous persuasion by SNEA at all levels and mainly the sympathetic and kind consideration of our concern by CMD BSNL, this year less executives are affected as compared to last year transfer.
Out of these affected executives, representations of a good number of affected executives are given consideration in the first phase. As taken care in these two modification orders, the officers in Pers section are working on left out requests also and all genuine requests as per the individual representations and recommendations of Circle Heads will be given due consideration.

Rajeev Kumar Kaushik, PGM Pers/SR BSNL CO for consideration of genuine representations by individuals, concern expressed by SNEA with proper feedback and persuasion and giving them relief from ongoing tensions.
We are hopeful for similar corrective action on all left out genuine requests with the next modification order which will be issued shortly.
All the affected executives whose requests are not given consideration in any of these Modification Transfer Orders are requested to have some more patience and faith and be assured all representations on genuine grounds will be given consideration and Pers section is working on it and SNEA CHQ is pursuing all such genuine requests received through CS SNEA concerned.
