Enthusiastic Circle Conference of SNEA Uttarakhand Circle: 

{Report by Shri Arvind Dhiman CS SNEA UKND}: The IXth  Circle Conference of the SNEA Uttarakhand Circle was successfully held at Woods Restaurant & Banquet, Raiwala, Haridwar, Uttarakhand State on 13/08/2026, with enthusiastic participation of delegates from all corners of Uttarakhand.

The overwhelming participation of delegates from all OAs across Uttarakhand reaffirmed the strong organizational foundation, solidarity and commitment of SNEA Uttarakhand towards the interests and welfare of its members and the growth of BSNL. The conference provided a meaningful platform for delegates to deliberate upon organizational matters, welfare of members and the future course of the association.

Shri. P.K. Sharma, Circle President, SNEA Uttarakhand Circle presided over the proceedings of the Circle Conference of this ninth Circle Conference which was also was graced by senior leaders from Central Headquarters Shri. M. S. Adasul, General Secretary SNEA, Shri. R. K. Gupta, General Secretary DEWAB and Shri. Arvind Pal Dahiya, Joint Secretary Central SNEA CHQ.

Shri. Ramesh Chand, PGM BA Head, Haridwar and Shri. Ranvir Singh, AGM Dehradun & Observer from Circle Administration also attended the Circle Conference and addressed the gathering.

The proceedings of the Meeting started with SNEA Flag hosting by hands of Shri. P.K. Sharma, CP SNEA Uttarakhand Circle in presence of all dignitaries and with songs of Unity and BSNL Zindabd. The atmosphere was charged with enthusiasm as the gathering raised slogans of unity and BSNL Zindabad.

The inaugural ceremony continued with the traditional lighting of the ceremonial lamp by the dignitaries and special invitees, symbolizing the beginning of another phase of collective commitment and organizational service.

Shri Anupam Bisnoi from DS SNEA Haridwar OA in his welcome address gave warm welcome to all participants, dignitaries and stressed for need of unity for opposing anti BSNL proposals including restricting proposal.

Shri R. K. Bijlwan, Circle Treasurer submitted report on financial activities  to the house and it was approved by the house.

Shri Arvind Dhiman, CS SNEA Uttarakhand, presented a brief report on the activities undertaken during his tenure and apprised the members of various initiatives taken by him and his team for the betterment and welfare of BSNL Executives. He expressed sincere thanks to all members for their united support and efforts in opposing the anti-BSNL restructuring proposal, particularly the proposed pilot project in difficult terrain. He appealed to everyone to remain vigilant and united in opposing any such proposals in future and to continue working collectively in the larger interest of BSNL and its Executives.

All DS submitted reports about organisational activities in their Circle and discussed issues they are pursuing and organisational preparations in their Districts.

In the Open session, all the dignitaries viz. Shri. Ranvir Singh, AGM Dehradun & Observer from Circle Administration, Shri. Ramesh Chand PGM BA Head Haridwar, Shri Arvind Pal Dahiya, JSC SNEA CHQ, Shri. R. K. Gupta, GS DEWAB and Shri. M. S. Adasul, GS SNEA addressed gathering and updated house about activities and initiatives of BSNL, future of BSNL and its employees, restructuring proposal and need of third PRC etc.

In the unanimous election, Shri G.S. Karki, Shri Arvind Dhiman, and Shri Sandeep Sootha were elected as Circle President, Circle Secretary, and Circle Treasurer, respectively. The unanimous election of the new team reflects the unity, confidence, and collective strength of SNEA Uttarakhand. NEW CIRCLE BODY <<<>>

In Delegate Session held after lunch hours, Shri M. S. Adasul, General Secretary, SNEA, briefed the delegates on various important HR issues and their present status. He responded to the queries and concerns raised by delegates and provided detailed clarifications on the issues under consideration at Central Headquarters. The interactive session witnessed active participation from delegates and reflected their keen interest in organizational and service related matters.

In conclusion the house appreciated the efforts by Shri Manmohan Singh, CGM Uttarakhand in resolving issues created by Restructuring proposal and also resolved to fight against any injustice and mainly to oppose the one sided and biased Pilot Restructuring Proposal.

The Conference unanimously resolved to remain united and continue the struggle against any decision that is detrimental to BSNL, its employees and public telecom services, with particular emphasis on opposing the one-sided and operationally impractical pilot restructuring proposal.

The IX Circle Conference thus concluded on a highly positive note, reaffirming the unwavering unity, organizational discipline and collective resolve of SNEA Uttarakhand to protect the interests of its members, strengthen BSNL and continue constructive yet determined efforts for the growth and revival of Organization.

The entire proceedings of the Conference were nicely anchored by Shri Sandeep Sootha, Circle Treasurer SNEA Uttarakhand Circle. The proceedings started at 1000 Hrs in the morning concluded at 1700 Hrs with slogans of unity.
