After sending the Proposal for Pay/Wage revision by BSNL in February 2026, AUAB is pursuing with DoT for its approval, but in seven months, this has not moved even from initial stage of DoT.
In our recent request to Honourable Prime Minister of India, which was finally replied by BSNL states that the proposal is submitted by BSNL and it is awaiting approval of DoT. REQUEST <<<>> REPLY-I <<<>> REPLY-II <<<>>
It shows the casual approach of DoT towards the very genuine and long pending demand of BSNL Executives and Non-Executives.
The same DoT is forcing BSNL workforce for different loss making works and recent restructuring Proposal on basis of Gram Panchayat and Blocks is its classic example.
It has been established over the period and the same has been confirmed by the Government in Parliament on many occasions that the employees are not responsible for losses of BSNL and these losses are due to poor policies of the then Government.
One side Government says that BSNL is the strategic Partner and hence BSNL has to work for development of Indigenous Equipments and BSNL has contributed to it with full devotion. The same has been publicly appreciated by the Honourable Prime Minister of India.
But the DoT is not recognising it and not approving the Proposal of BSNL for approval of third PRC even after DPE directions in April 2018 for granting third PRC for BSNL with approval of Cabinet, Govt of India. Copy<<<>>
Further, we are reaching the situation that the constitution fourth PRC will be announced any time as the 8th CPC is already constituted and its final results are likely to be issued at any time.
Once the Fourth PRC is announced, then it will be difficult for us to pursue the Third PRC for BSNL and will reduce the chances of its approval further. It means the announcement of the constitution of Fourth PRC will not only close doors of third PRC, but it will close the doors of fourth PRC for BSNL workforce and hence we have to act in the most united, focused and time bound manner.
Hence it is the right time that DoT has to approve the Proposal by BSNL for implementation of third PRC to BSNL Executives and Non-Executives and any further delay cannot be afforded by us.
When the Govt of India led by Honourable Prime Minister Shri Narendra Modi ji is supporting BSNL by all possible means, the officers in DoT are wrongly projecting that losses to BSNL are only because of employees of BSNL and hence denying the Third Pay/Wage Revision. Apart from this, the certain decisions of DoT have caused losses to the tune of more than One Lakh Crores rupees by deducting extra amount from BSNL for years together viz. Higher Pension Contribution, Leave Encashment of DoT period and so on. Copy<<<>>
Thus it is clear that DoT itself is the reason for major losses to BSNL and it cannot take dual stand as being taken now. It is right time that DoT decides that BSNL has to work as per the directions of Honourable Prime Minister of India Shri Narendra Modi ji with mission Service to Nation or has to work against these directions and look only for profit and then Pay/Wage revision as being expected by certain officers in DoT.
Once it is decided, then it is quite possible for BSNL to become profit making within one year by stopping all loss making works as per directions of DoT and focus only on works where BSNL will be getting profit as being done by all Private Telecom Operators.
Thus, one side DoT is not allowing BSNL to work only for profit and on the other side our legitimate demand of third Pay/Wage revision has been denied for the last nine years quoting the said losses caused due to the wrong policies of DoT/then GoI.
In this approach only the proposal of third Pay/Wage revision by BSNL is kept undecided by DoT for the last seven months.
Please understand Government of India is not against BSNL and its employees and it has been extending all possible support to us, but for last nine years, DoT is working against BSNL workforce by denying the genuine demand of Third Pay Revision by applying affordability clause even though DPE has cleared in 2019 that it is to be granted with Cabinet Approval. DoT is not taking this proposal for Cabinet approval since 2019 and hence the present stalemate.
This stalemate has been continuing for the last nine years and it will continue for life time if there is no change in attitude of DoT and hence we all the Executives and Non-Executives have to rise for the occasion.
The time has come that DoT has to review its stand and decide our Pay/Wage revision either by waiver of affordability clause or by consideration of recommendations of Parliamentary Committee as strategic partner of GoI and allow BSNL to continue on mission of Work for Nation by Honourable Prime Minister of India without worry of Loss /profit
OR
DoT has to decide that we have to work only for profit and get Pay revision with such profit earned by stopping all such loss making works/proposals by DoT.
By understanding the delay on part of DoT, AUAB has requested the Secretary DoT to grant a meeting to discuss this burning issue but till today no response is received from DoT. Copy<<<>>
