Shri M. S. Adasul, GS SNEA who represented AUAB CHQ in his special address updated house on the different actions of AUAB CHQ and happening at Corporate and DoT level.
The Wage/Pay Revision of BSNL Employees is within sight and BSNL Employees/Executives must strengthen unity and Actively Participate in the Agitational programme and raise their demand with utmost and strongest unity was the emphatic demand raised by Shri. Mahadev Adasul, General Secretary of the SNEA, while addressing the state-level conference of district secretaries organised by the All Unions and Associations of BSNL (AUAB) at Chhatrapati Sambhaji Nagar, where he was the keynote speaker.
Shri. Adasul appreciated the initiative of organising the conference of District secretaries of all unions and associations in Maharashtra at Chhatrapati Sambhaji Nagar. He observed that the conference would serve as a guiding light and a source of inspiration for the entire country, helping employees overcome stagnation and renew their determination to fight for their legitimate rights.
Shri Adasul, elaborated that BSNL Employees Pay/Wage Revision is within sight and all employees/executives must strengthen Unity and actively participate in the ongoing agitational programme. He added that it is unjust and deplorable that BSNL employees and officers are being forced to work on pay scales that are nearly 20 years old. The annual increments of thousands of employees have also been stopped. Despite the management signing the wage agreement and forwarding the proposal to the government for approval, the DoT is causing an inordinate and unacceptable delay in its implementation.
He categorically explained how top managerial officers working in the same company are being extended all the benefits and concessions of the Pay Commission and how this is discrimination against employees/executives who work tirelessly to serve the people, particularly in remote areas of the country and during floods, cyclones, global pandemics and other emergencies, must be stopped immediately. He stressed that the rightful wage revision must be implemented without further delay.
Shri. Adasul emphasised that BSNL is not a company driven solely by profit but is an organisation committed to serving the nation. BSNL has installed mobile towers even in remote locations where there are barely ten households, thereby extending essential communication services to the most inaccessible parts of the country.
He added that VRS 2020 resulted in a massive reduction in the workforce, while a large number of activities were handed over to contractors. This led to the closure of thousands of landline connections. The shortage of employees and officers, coupled with large-scale outsourcing, has contributed significantly to the present difficulties faced by BSNL.
He pointed out that the government has collected nearly ₹1.2 lakh crore from BSNL through unjustified spectrum charges, additional pension contributions of BSNL workforce, non-payment of Leave encashment of DoT Period, extra taxes imposed on BSNL and data centres, GST and various other levies and so on.
He added that despite these challenges, BSNL continues to play a crucial role in bridging the digital divide by establishing mobile towers in rural and remote areas. He stressed that generating profits is not the sole objective of this public sector enterprise; providing affordable and accessible communication services to every citizen is its larger national responsibility.
He elaborated that while private telecom companies are providing 4G and 5G services using technology sourced from foreign companies, BSNL has launched its 4G services using indigenous technology. This is undoubtedly a matter of great pride for the country. He explained how the stabilising the 4G network and launching 5G services will still take some time and how it is directly affecting the revenue of BSNL.
He appreciated employees of BSNL for their dedicated and tireless efforts for remarkable achievement wherein BSNL has succeeded in increasing its total revenue from approximately ₹18,000 crore to ₹23,000 crore, particularly in the prevailing circumstances and steep competition in Telecom sector.
Shri. Adasul strongly asserted that the social and national contributions of BSNL must be duly recognised and that its employees deserve the implementation of their long-pending wage revision.
Making an earnest appeal to employees and officers, Shri. Adasul urged everyone to actively participate in the nationwide agitation launched during October and November to secure the rightful wage revision.
He expressed confidence that if we all stand together and continue our peaceful agitational programme the agitation was made successful, the Department of Telecommunications could be compelled to take the necessary action within the next two months, paving the way for the implementation of the wage agreement .
He firmly stated that if all employees/executives unitedly focus their energies on pursuing this single, legitimate demand, without giving room to negativity or pessimism, there would be no need to proceed with the proposed nationwide strike on 20 November as issues will be decided by DoT by that time.
Shri. Adasul added that we should be optimistic for positive action by DoT but if circumstances made the strike unavoidable, he appealed to all employees to participate wholeheartedly, without being deterred by the prospect of wage deductions. He emphasised that the financial losses employees incur every month due to stagnant wages far outweigh the temporary wage deductions that may result from participating in the strike.
He expressed confidence that BSNL employees were now very close to achieving their long-pending wage revision.
Shri. Adasul particularly appreciated the commendable efforts of the NFTE and BSNLEU, which had succeeded in securing a wage agreement even for a loss-making PSU, describing it as a significant achievement by the recognised trade unions, which has given ray of hope for settlement of long pending Pay/Wage revision in BSNL.
The concluding remarks were delivered by Shri. Nagesh Nalawade, Circle President of BSNLEU.
The entire proceedings of the conference were nicely and beautifully conducted by Shri. Shivaji Chavan, Chairman AUAB Chatrapati Sambhaji Nagar and Smt. R. S. Rakh, Convenor, AUAB Chatrapati Sambhaji Nagar.
The conference was made successful through the dedicated efforts of Shri. Shivaji Chavan, Shri. R. J. Patil, Shri. Smt. R. S. Rakh, Shri. Ramesh Dubile, Shri. Harish Sable, Shri. Ramu Surase, Shri. Shantilal Gaikwad, Shri. Bhansingh Pohal, Shri. Avinash Pundkar, Shri. B. R. Gankawar, Shri. Vilas Savde and several other activists of AUAB Chatrapati Sambhaji Nagar.
