This cancellation of Rule 9 transfers is issued by quoting reason that the said JTO has been promoted from JE to JTO cadre under special LICE Quota and even though he is having genuine medical grounds to consider the Temporary Transfer under Rule 9 Transfer Policy, he is not eligible for Temporary Transfer under Rule 9 as the same is banned by certain restrictions while conducting Special LICE.
This really unfortunate and inhuman approach due to restrictions put during conducting special LICE for which every JTO was asked to submit undertaking.
SNEA has taken up this issue with Director HR for granting Rule 9 Transfers for JTOs qualified under Special LICE in such genuine cases and also for allowing mutual Transfers of the JTOs recruited under Special LICE.
It is stringent that due to such rigid restrictions to overcome the genuine family issues about 40 JTOs who have successfully undergone JTO training for 33 weeks and posted as JTO have to get reverted as JE, to return entire expenditure of training and the get reversion as JE to join back to parent Circle. It is harsher that after two years of service as JTO even such reversion is not allowed and in such genuine critical medical cases also, the son/daughter cannot get transfer to take care of parents facing critical illness and nothing worst can be possible in any HR policy.
JTO is smallest post in Executive cadre and such high level restrictions even having genuine medical grounds, is nothing but harsh punishment to these JTOs and we are pursuing for getting the rules modified /relaxed so that human approach is possible in dealing with genuine requests of JTOs recruited under special LICE. Let us hope for the best.
