AGM Pers BSNL CO issued modifications in Annual Transfer and Posting Orders of Executives in all wings by giving consideration to the request by individuals on genuine grounds. Copy<<<>>
Since the so called Annual Transfer dated 02/05/2025, this is the third order of modifications giving consideration to the request by individuals on the genuine grounds viz. medical grounds, Immunity as responsible OBs of the Association and by correcting stay particulars by giving due weightage to services rendered at All India Soft Tenure Stations and selective OTP Request Transfers.
Similar requests were given consideration in Modification order dated 30/06/2025, 30/09/2025 but requests of these and many other Executives on similar genuine grounds were not given consideration.
All these executives are representing their grievances and are waiting for justice with prolonged patience and faith for consideration of their requests on genuine grounds and many of them are without salary due to forced ERP relieving by Circles/BAs.
Now also requests of executives with similar genuine grounds rather more critical and serious issues are waiting for justice and unfortunately genuine requests by these executives are not given consideration.
SNEA has brought to the notice of management and how such partial modification gives support to belief of some of the executives that Management is working in a selective manner and consideration to even genuine requests are given consideration on pick and choose basis. Otherwise how OTP requests are given consideration on a pick and choose basis while there are chances of one to one mutual OTP Transfers.
No Executives is transferred out of Tenure Circle in this order on completion of Tenure at All India Hard Tenure stations but in copy and paste manner, it is written under clause 10 of this modification order that Executives from tenure stations may be relieved only after completion of Tenure.
We have once again consolidated the pending genuine Requests of individuals and we are pursuing with Management for its consideration and we are hopeful for consideration of all these requests on similar genuine grounds. Or consideration of the genuine requests.
Every modification order we have seen the efforts of Management for more transparent working as compared to earlier order and some clarity guidelines are issued in earlier orders requests on self and family medical grounds and now the same are issued for Immunity ground requests.
It is seen that Immunity requests are recommended by Circles properly with strict compliance as per format declared by Pers section and mainly ERP entry of holding post as Office Bearer of Association. It is need of time that on formation of new Body at any level, the entry of OBs eligible for Immunity needs to be made in ERP and the same is missing in many cases and we have taken up these cases a fresh. Meantime DS/CS concerned and individual OBs whose request for grant of immunity is not yet given consideration, are requested to check for ERP entry as OB of SNEA and also to check that the request is duly recommended by Circe Head with all information in prescribed format.
The Circle Heads are directed to send the detailed report on genuineness of medical grounds by constitution of the Circle level committee and reports are to be sent with due recommendations by Circle Heads to Director HR latest by end of November 2025.
Good initiative in this order is that Management has given consideration to the difficulties faced by the executives whose requests were recommended by BAs/Circles and their transfer was deferred, but these Executives were relieved through ERP by Circle/BAs and were facing hardship due to stoppage of payment and now all these executives are restored in ERP and their salary will be restored.

Rajeev Kumar Kaushik PGM Pers & his team for consideration of Partial Requests out of many representations on genuine grounds and we are hopeful for similar justice to other executives waiting for prolonged faith and patience for consideration of their pending requests on genuine grounds.
We also convey thanks to all these executives for their prolonged patience and strong faith on SNEA and its persuasion for last six months, which is base for this justice prevailed to some of the executives and we assure other similarly affected executives with similar policy guidelines to have some more patience for their turn for justice which will surely prevail in coming days as Management is now considerate on genuine grounds and uniform approach is quite possible on left out cases also.
