The grand Circle Conference of SNEA Gujarat Circle was held at Conference Hall, GSC Bank, Naranpura, Ahmedabad, Gujarat Circle on Sunday 05/01/2025. This was attended by the COBs, DSs, CEC/CWC Members and observers from all the corners of Gujarat Circles
At the outset, host Branch gave warm welcome to DS/DPs of BA/OA branches, delegates, CWC Members, COBs and observes from all corners of Gujarat Circle.
The proceedings of the Circle Conference were presided over by Shri. Mukesh Vaghela, Circle President, SNEA GJ Circle.

The Open Session started with welcome and felicitation of the guest and the dignitaries with bouquets.
Opening proceedings of Open Session were initiated by Shri. Mukesh Vaghela, Circle President SNEA GJ Circle setting the tone for the conference.
Shri. Chetan Chauhan, Circle Secretary, SNEA GJ Circle delivered key Note address giving warm welcome to all dignitaries, delegates, CWC Members, COBs, District Secretaries and observes from all corners of Gujarat Circle. In his impressive key note address CS presented different issues before the management. He discussed Administrative topics, including Rule-8 transfers for JAO/JTOs, labour contracts, relieving of JAOs with issued OTP orders, WTR concerns such as 12F allotment, staff rationalization, Bhuj isolation issues, and Gonda-Rajkot route stability, Reimbursement extensions to NAM/KAMs, delinking IPMS, and expediting ECT approvals, Accelerating 4G rollout, Timely provision of batteries and power plants. He presented many more issues before the GS SNEA to for early resolution of the long pending issues viz. Implementation of standard pay scales and the 3rd PRC, OPS for the DoT-notified 2002 batch, Expedited issuance of inter-circle OTP orders and pending promotions, E1+5 implementation and 30% SAB, Second Saturday off for field staff, revision of TA/DA rates, increased medical reimbursement ceilings and LTC restoration etc.
The house was further addressed by all the prominent dignitaries and guests on dais.
The opening address by Shri. Nitin Mahajan PGM Ahmadabad BA was most impressive and touching to the hearts of the audience as he touched all burning issues in BSNL. He elaborated all the issues wherein visible discrimination is seen in BSNL and guided house for need of protecting interest of BSNL. He specially requested GS SNEA to take up issues related to absorbed officers in BSNL with priority to implementation of third PRC.
Shri. P. K. Srivastava, Sr. GM HR GJ Circle addressed and acknowledged administrative concerns and also appealed Executives to give their maximum in best interest of BSNL.
Shri Manish Samadhiya, President SNEA CHQ in his impressive address depicted viz avenues for Promotions in all cadres through restructuring exercise by SNEA for revising the number of posts upwards and opined that management will support that task for benefits of the executive fraternity. CHQ President also raised issues of OPS, 30%SAB and Payloss issue of LICE JAO/JTO expressed its solidarity for the resolution of the issues.
Shri. M. S. Adasul, General Secretary SNEA in his address impactful addresses updated members on the advanced stages of resolution for the financial matters, 2nd Saturday issue, OTP orders of Inter Circle Transfers, Revision of Medical Reimbursement, Extension of laptop Policy to field units etc and assured positive outcomes in coming time. He updated house about latest developments in BSNL and DoT and shared the actions being taken on part of BSNL and SNEA on different issues related to Growth and development of BSNL. He appreciated efforts taken by team SNEA in strengthening BSNL and SNEA in Circle and conveyed thanks to entire team SNEA for spectacular victory of SNEA Gujarat Circle in Second MV putting all out efforts for resolution of HR issues.
As special love, affection and recognizing strong bonding with SNEA, the SEWA BSNL Gujarat team led by Shri. Ashok Patel , CS SEWA and Advisor felicitated SNEA CHQ office bearers with bouquet and praised the arrangements of Circle Conference in a grand manner.
Shri. Sandeep Sawarkar, CGM Gujarat Circle and Chief Guest in his motivating and impressive address shared the detailed actions being taken by BSNL Gujrat Circle and achievements thereof. He listed out the different achievements by Gujrat Circle and given its credit to all executives and employees. He praised SNEA for its constructive leadership and assured early resolution of critical points. He categorically responded to queries raised by different Speakers in their address and firmly assured for support by Circle administration to discuss and decide different HR issues raised by SNEA Gujrat Circle.

The event was hosted gracefully by Shri. Vismay Oza, CWC Member, and SNEA Gujarat.
An impressive delegate session was held after, wherein the queries and doubts raised by the delegates present in the house were satisfactorily replied by Shri. M. S. Adasul, General Secretary SNEA. Delegates actively participated in detailed discussions on HR issues during the second session with GS addressing queries comprehensively.
Shri Chetan Chauhan, CS SNEA GJ submitted the detailed report on SNEA GJ activities over the period of last three years and his report was approved by the House with loud claps.
Shri. Manish Dayma submitted the financial report if SNEA GJ and same was also approved by house with loud claps.
Thereafter the existing Circle Body was dissolved by the President with nomination of Election Officer
The conference saw the unanimous election of a new Circle Body, wherein Shri Mukesh Vaghela, Shri. Chetan Chauhan and Shri. Manish Dayma have been elected as Circle President, Circle Secretary and Circle Treasurer respectively. Newly Elected Circle Body <<<>>>
Apart from this, Shri. Manoj Patil, AGM Surat, Shri. Vismay Oza, JTO Rajkot and Shri. C G Bawankar, AGM Ahmedabad are elected as CWC Members and Mrs. Dimple Desai, Ahmedabad is elected as an Internal Auditor for the Circle Body.
The full day proceedings of the Conference started at 1000 Hrs concluded at 1800 Hrs with positive and optimistic note a commitment to continue advocating for executive rights until full resolution of the issues.
The conference ended with a delightful lunch and reinforced the spirit of collaboration and determination among all participants.
