An important meeting of the General Secretaries of the unions and associations of BSNL was held on 18/12/2025 at the NFTE CHQ Office.
Shri. Chandeshwar Singh, Chairman, presided over the meeting, and Shri. Animesh Mitra, Convenor, presented the agenda for discussion.
All the General Secretaries and representatives of the participating unions and associations viz. BSNLEU, NFTE, SNEA, SEWA BSNL, AIBSNLEA, DEWAB, CBOWA and TEPU participated in the meeting and expressed their views and opinions.
The meeting expressed deep concern over the role of the BSNL Management, particularly with regard to the issues of the 3rd PRC and the Wage Agreement. Strong dissatisfaction was also expressed over the handling of the Tamil Nadu and Chennai Circle settlement issues and the Sanchar Aadhaar system. After a threadbare discussion, the meeting unanimously took the following decisions:
- Sanchar Adhaar Issue: The meeting discussed updates by CMD BSNL on Sanchar Adhaar Issue in a meeting with Unions and Associations on 15/12/2025 and efforts by the BSNL executives in developing new Sanchar Mitra App as substitute arrangements and making this App user friendly for day to day use. The meeting expressed concern on issues faced by field units and appreciated the devoted efforts of Executives working on development of Sanchar Mitra App and restoration of Sanchar Adhaar App. The meeting also decided to consolidate and convey the issues to the Management which needs further action and resolutions for effective use of both the Apps .
- Non-adherence to assurances by CMD BSNL on vindictive CGM TN/CHTD and restoration of agitational programme: The house discussed undue and deliberate delay by the BSNL Management is considering demand raised by All Unions and Associations of BSNL for immediate transfer of CGM TN/CHTD and betrayal on assurance given for transfer of GM HR TN and GM HR CHTD Circle due to vindictive actions by Trio. It is decided to issue notice to CMD BSNL for immediate transfer of all these three officers and if these officers are not transferred by 31/12/2025, the Unions and Associations will restore agitational programme with Lunch Hour Demonstration on 08/01/2026 and continued agitational programme in different manner till these TRIO officers are transferred.
- Deliberate delay in recommending signed Wage Negotiation Proposal to DoT: The meeting also discussed deliberate delay of more than two months by the management to even take up issue in Management Committee and as it was reported that approval of Wage negotiation is not part of Management Committee meeting scheduled on 18/12/2025. Since signing of the agreement about 9 to 10 Management Committee meetings have been held but this important employee related issue is not included in it. Meeting resolved to take up matter immediately by personal meeting with Director HR and if till this issue is not taken in the Management Committee and BSNL Board meeting and not sent to DOT, then in new Year All Unions and Associations will start agitational programme starting with mass lunch hour demonstration all over India, followed by Dharana at BSNL Corporate Office and then hunger strike at Jantar Mantar, New Delhi in 20/02/2026.
- Further course of action: The Meeting decided to access the response of Management on different HR issues and mainly conveying approval of Wage Negotiation report and its recommendation to DoT and on CHTD /TN Circle issues and if no proper response to launch an agitational programme on 08/01/2026, against the indifferent attitude of the BSNL Management towards staff issues, including the settlement of the PRC and Wage Agreement.
- Preparations for Success of Agitational Call: All unions and associations will mobilise their general membership to participate in the dharna programme at Jantar Mantar, New Delhi, on 20/02/2026, to highlight the resentment against the BSNL Management for its failure to resolve the pending issues.
- Essence of Presence of GSs:It was decided that henceforth all the meetings of Unions & Associations should be attended by all General Secretaries in person and nomination may be done only in an extreme emergency situation and in that case agreement to decisions taken by the meeting.
- Next Meeting:It was also decided that the next Committee meeting will be held on 07/01/2026 and all General Secretaries are requested to attend in person and without fail.
- Immediate and Urgent Action: It was also decided to immediately meet the Director HR to express dissatisfaction over non-inclusion of the Wage Agreement issue in the Management Committee and Board meetings since the agreement held on 08/10/2025, and to convey unhappiness over convening meetings with the General Secretaries at very short notice.
The meeting concluded with thanks to all and with unanimous decision to fight against continued injustice to executives and non-executives in BSNL.
