AGM Pers BSNL CO issued orders for opening of OTP window for online request transfers of Executives. Copy<<<>>
Accordingly OTP window will be opened at 0000 Hrs today Night i.e. 16/01/2025 and will be Open till night of 31/01/2025.As per this letter, the Circle wise status of SDEs and AGMs is declared as Surplus Circles, Deficit Circles and just sufficient Circles and Executives have to submit the OTP Option accordingly.All the Requests to Deficit and Just Sufficient Circles will be given consideration and requests to Surplus Circles will not be given consideration. But SNEA has taken up the issue for consideration of requests to the extent of outgoing OTP requests from these Circles and we are hopeful for its consideration. As per letter, the executives are requested to submit three choices of circle for inter circle transfer through OTP window, preferably for Deficit Circle, so that request may be considered for their choice circle subject to administrative constraint.But, as this is Own Cost Request Transfers, it is up to the concerned SDE/AGM where he has to opt for three choices or limit his/her choice/option/request to only to choice Circle.It may be noted that though the executives think that posting will be done as per the preferences given by him/her, but practically while considering posting, one may be posted to any of the choice Circle, he/she has submitted.Hence executives must opt only to Circle where he/she can join once transfer order is issued and should not opt for any Circle where he/she cannot join. Further, the OTP Requests of July 2024 are also pending and we at SNEA CHQ are getting queries, what action is to be taken by Executives whose OTP requests are pending.
In this regards, it is to inform that as updated on website, the transfer orders of certain SDEs/AGMs in Telecom wing are given consideration about which we have updated details, few days back, but orders are not officially published and it is decided that orders will be published by end of March or in First week of April 2025.
Some Executives have submitted OTP requests under fear of long stay Transfers and as now it has been decided for not issuing any long stay transfers and hence some of the executives want to withdraw such OTP requests. We have received many such requests for withdrawal of OTP Options submitted in July 2024 window, and earlier this option was not available once the requests are received by BSNL CO.But this time, as Transfer orders is not published, we have requested for giving an option for withdrawal of pending requests and same has been agreed now.
The executives who want to withdraw the option submitted in the July 2024 OTP window, the same may be done accordingly.The executives who want to modify the choice of Circle submitted in OTP window July 2024, then one has to first withdraw the pending OTP options and then apply fresh for new options as per his/her wish.
For executives who have applied on July 2024 OTP window and whose request is not yet given consideration by releasing official order and he/she needs transfer to any of choice to opted Circle, he/she has to do nothing and his/her application may be either given consideration in already decided orders or will be given consideration in March 2025, where all these OTP Requests transfers will be given consideration.
Further, in present OTP there is no Edit option for changing the options submitted and SNEA has taken up this issue with Management and requested for provision of edit option for Options submitted by individuals.Accordingly it has been principally agreed to make changes in ERP and provide edit option which will be available till closure of window on 31/01/2025. The Edit option will be made available within 2 to 3 days as certain changes required in ERP.
Though Edit Option, will be available, Executives have to opt wisely and only to Circles where he /she can join if transfer order is issued in March 2025 as this option will be available only during window period i.e. 31/01/2025 and not thereafter. Once Transfer order is issued, it is difficult to cancel and one has to take care.In addition to Intra Circle Transfer Options for JTOs, this time, the JEs which is non-executive cadre is also given opportunity to opt under OTP for Intra Circle Transfers and hence request transfers of JEs will also be in online mode.
All the Executives who are need of transfers have to take note of all these points and then decide your Choice Circle/Circles depending on family and personal requirements and then submit the OTP requests only after critical analysis and be ready for joining choice circle as per his/her family requirement and avoid complications once Transfer order is issued.
