Orders for Asset Ambassadors modified from Compulsory to Voluntarily with Awards and Honorarium:

This order was issued with the idea of ownership of BSNL Assets as proposed by CMD BSNL with theme Revenue First and for ownership of certain assets viz. BTS and OLTEs by each and every employee.

This idea may be one of suggestions by BCG consultants who are not through with the working of BSNL and its classic example how such good ideas by CMD BSNL are spoiled at the time of its introduction as POC  and before  its implementation in field units.

As usual, this idea was also introduced in one sided action without any discussions with Majority Representative Association and on queries it was always informed that this is just POC and actual implementation will be done after getting feedback from Circles and vertical heads.

Accordingly, some Circles/Units have submitted their feedback and many have given practical opinion on issues in its implementation and the same was under consideration at Restructuring Cell BSNL CO.   

But meantime some overactive Circles like Karnataka, have taken this POC as one opportunity to prove their loyalty and instead of giving feedback commenting on POC, in a proactive approach  have implemented this POC itself as final order and allotted Assets to each and every Executive in the Circle. Copy<<<>>

This non-practical idea has created mass unrest among the executives as it is felt in general that Management is putting such harsh ideas thereby fixing responsibility with Executives and Employees in addition to their existing works, but no resources required for the same are provided.

It is also feeling among each and  every executive working in the field units that such issues are deliberately created to disturb working of BSNL and one by one new such ideas are introduced wherein it is projected that executives and employees are not working properly.

There is mass unrest among the workforce of BSNL due to undue delay in settlement of many HR issues including  3rd PRC non-implementation and the level of motivation has gone down to the extent that more than 50% workforce is stagnated to the extent that they are not getting even regular yearly  increments.

But all of sudden this idea was introduced and it has created mass unrest among executives and Circle Secretaries of Unions and Associations in some Circles has represented against these  compulsions on Asset Ambassadors.

Accordingly, by analysing the views and difficulties in implementation of SNEA has taken up this issue by meetings with PGM SR/RSTG, Director HR and CMD BSNL and elaborated all difficulties which will be faced in field units in practical implementation of this idea and how it will create negative impact on overall working of BSNL.

It is nice to see that since day one of this order, the response of Management  was very positive and it was always assured that suggestions by SNEA will be given due consideration. Accordingly, during discussions, we have suggested for withdrawal of this order and introducing it by keeping volunteer with cash incentive/awards for best performers and that to for assets which are having issues in performance and there is no need to add performing assets under this special mission.

Finally, after continuous persuasion by SNEA at all levels this modification order has been  issued wherein now its not mandatory to own any asset out of OLTEs and BTSs and only volunteer employees will be assigned this special work on his/her requests and their works will be appreciated by awards/Honorarium and this part was missing earlier.

Now these volunteers have to submit their willingness to Circe/BA/OA Heads for proactively monitoring the revenue earning assets for revenue growth /decline and monitor dashboard for Asset Ambassadors and in case of revenue decline he/she has to  ascertain the reasons for it and take customer feedback.

The display of exemplary ownership shall make employees/ executives eligible for Awards and Honorariums which will be decided in due course of time. This one more case, wherein it is established that if the issues are rightly brought to the notice of CMD BSNL, these  are given consideration in proper way and this is missing in present working at BSNL CO.

SNEA conveys thanks to CMD BSNL, Director HR and PGM SR/RSTG  for kind consideration of views submitted by SNEA and reviewing this order and giving confidence to executives that the approach of the management is not that worst as being projected and all the issues are in the interest of BSNL.

We appeal to the executives in BSNL to have analysis on their own and voluntarily join hands in improving the quality of services as Asset Ambassadors or otherwise and its our prime duty to give our best to BSNL.

Though Mission BSNL First is new slogan by CMD BSNL, for all of us it is life time activity and this is one more opportunity to prove it.

Now we have to contribute in earning more revenue for BSNL by voluntarily contributing to this Mission BSNL First apart from our routine works and make all out effects to add more revenue for BSNL so that our demand for 3rd PRC is settled at the earliest and most probably in this year itself.
