A special and short notice meeting was called by Shri. A. Robert J. Ravi, CMD BSNL with GS of the recognized Associations, SNEA, AIGETOA and SEWA BSNL at 1800 Hrs on 27/05/2025 in Board Room to brief on the special news related to special achievement of BSNL.
Apart from CMD BSNL, from the Management side this meeting was attended by Dr. Kalyan Sagar Nippani, Director HR and Shri. Rajeev Kumar Kaushik PGM Pers BSNL CO.
From the SNEA side, this meeting was attended by Shri. M. S. Adasul, General Secretary, Shri. Arvind Pal Dahiya, Joint Secretary Central and Shri. Vinay Tyagi, Circle Secretary, SNEA CNTx Delhi Circle.
Director HR BSNL Board gave a warm welcome to all participants and updated about the very purpose of the special and short notice meeting and requested CMD BSNL to brief the meeting.
Addressing the meeting CMD BSNL informed that he desired to meet Association leaders to brief on the very important and breakthrough achievement of BSNL about its profit. He added that we are not just reviving BSNL, but we are redefining BSNL. He informed that BSNL achieves Historic Milestone that for the first time during last 18 years, BSNL has reported profits in two consecutive quarters in FY 2024-25 as in Q4, BSNL posted a profit of ₹280 crore and earlier in Q3, BSNL had recorded a profit of ₹262 crore.
Highlights of information shared by CMD BSNL
- The growth from all core revenue segments have increased as compared to last year.
- 27 Circles turned EBITDA-positivein FY-2024-25 (only 17 circles last year- FY-2023-24.
- EBITDA:FY-2024-25: Rs 5,396 Crores up from FY-2023-24 Rs 2164 Crores.
- Loss reduced by 58%i.e. Rs. 2,247 Crores in FY-2024-25 from Rs. 5,370 Crores in FY-2023-24.
- Operating revenue:FY-2024-25 Rs. 20,841 Crores up by 7.8 % from FY-2023-24 ₹19,330 Crores.
- Total income up by 10%:FY-25 ₹23,427 Crores from FY-2023-24 Rs. 21,302 Crores.
- Total expenditure down by 3% ₹ 25,841 Crores in FY-2024-25; in FY-2023-24 ₹26,673 Crores
- Finance cost trimmed 14 %to ₹ 1,527 Crores in FY-2024-25 from ₹ 1,780 Crores in FY-2023-24.
- Increased CAPEX, Increased Depreciation & Amortization Costs(DAC) to ₹6,283 Crores in FY-2024-25 up from ₹ 5,755 Crores in FY-2023-24.
- Record CAPEX investment this year in FY 2025:
- Asset additions were worth ₹ 26,022 Crores Rs. 15,324 Crores of Equipment’s/Towers etc. + ₹ 10,698 of Spectrum, the largest in company’s history, primarily 4G roll-out and fibre.
CMD BSNL gave credit of this milestone achievement to all the executives and employees of BSNL and specially mentioned that without their efforts it was not possible. He conveyed leaders to pass on this appreciation to each and every executive & employee of BSNL. Adding further, CMD BSNL emphasized that every employee must treat network infrastructure i.e. BTS, Power Plants, Telecom equipment as their own asset and give their best for coming years so that BSNL achieves the Profit Target of Year 2025-26.
We congratulated CMD BSNL and his team of BSNL management for this milestone achievement and assured to convey his message to all Executives and Employees of BSNL.
While discussions on feedback, for maintenance of high uptime of BSNL BTS and OLTs, association leaders raised the issue of inadequate transport facilities for field units and shared difficulties faced by the executives in field units due to curtailment of vehicles by BSNL Corporate office. CMD BSNL took note of it and assured us to look into such critical issues. He narrated that it cannot be implemented uniformly for all but the issues can be studied with pilot project as case study. He instructed Director HR to assess ground realities and initiate a pilot project in one Circle to provide better transport support for BTS/tower/OLTE etc maintenance and assured to take review as per the outcome of this pilot study and feedback thereof.
Associations also highlighted that as of today the executives working at forefront are demotivated as they remain the lowest paid in the telecom industry due to non-granting E2/E3 Standard Pay Scales and also non-grant of 3rd PRC. It was also narrated that the simple issue of enhancement of SAB contribution which has been agreed time to time is not resolved. Govt & BSNL has till now invested much in infrastructure and nothing has been invested on manpower in the last 10-15 years. Non-Resolution of multiple financial issues has adversely affected financial condition of the executives and if some of these issues with priority to Standard pay scales are resolved, the executives will be motivated to deliver their best to meet the Target of Profit making BSNL. CMD BSNL acknowledged the concern and instructed Director HR to look into this issue and directed us to submit a brief note on this subject.
On implementation of PRC, CMD BSNL informed that if BSNL continues to perform and generate profit, PRC will come automatically.
We also narrated about the promotions wherein no expenditure is required from BSNL and only required is overcoming issues trapped in court cases. We proposed that the issues can be resolved if all eligible executives can be promoted in one order by reviewing MSRR 2023 for LICE quota and restructuring review of posts. CMD BSNL reproduced that Legal hurdles must be minimized and promotions must be issued. The issues related to DGM T Adhoc, AGM T SCF Quota, JTO to SDE in Civil & Electrical wing were discussed in detail and it was assured to resolve the hurdles and issue the promotions at the earliest. He was of the opinion that legal cases should be withdrawn but directed that Promotions of executives who are not coming under any legal issues can be given consideration and instructed Director HR to come up with the proposal for such promotions. He assured further steps in phase manner for remaining promotions but the process must start.
We also stressed the need for review of Transfer posting order dated 02 May 2025 including AGM LICE promotions, and CMD BSNL informed that all the representations received are being reviewed by Director HR and PGM Pers and directed them to expedite it for consideration of genuine cases. We also narrated the issues related to violation of Transfer policy guidelines and pick and choose approach etc and CMD BSNL instructed Director HR to look into the issues.
In conclusion of the meeting CMD BSNL once again congratulated all Executives and Employees for Profit in the second consecutive Quarter and appealed to put all out efforts for the yearly profit during 2025-26. He also assured for resolution of all possible issues and directed Director HR and PGM Pers to look into issues with consideration of priority to issues with no or minimum financial implications.
