Update on Burning issues creating mass unrest among BSNL Executives: By taking serious note of burning issues creating mass unrest among BSNL CO viz. Asset Ambassadors, Stringent Conditions of Online Attendance on Mobile App, Forceful reduction of Executive Promotional Prospectus by reducing Executive Structure from Five to Two layers etc that to be without, SNEA CHQ has conveyed displeasure with the BSNL Management and also we have different rounds of discussions with PGM SR/RSTG, Director HR and also with CMD BSNL during this week.
In all these meetings, we have brought to the notice of all concerned about the unrest among executives on all such one sided actions and pressurizing and squeezing the executives without resolution of any HR issues.
This week PGM Estt/Admn and PGM Pers were on training and hence no discussions were held with them on the issue of online attendance system and pending Transfer Posting & Promotions issues.
By taking note of concern expressed by us, PGM SR/RSTG BSNL CO has immediately called a special meeting for discussions on these burning issues and to know about the stand of SNEA and get feedback for effective implementation of the proposals by settling unrest among executives and suggestions thereof.
We have brought to her notice how present compulsory instructions on Asset Ambassadors is not practical in working conditions of BSNL and instead of getting desired results how it will be creating more issues for the executives.
We also elaborated her about the issues created due to proposal for reduction of Executive Hierarchy from five layers to three years and how it will adversely affect the working of BSNL and how it will be reducing the already curtailed promotional prospectus of executives in BSNL and how it will be degradation of different cadres etc. PGM SR gave patience hearing to our submission on two issues related to Restructuring Cell and directed us to discuss issues related to online attendance with PGM Admn.
After elaborate discussions, she assured to arrange a short meeting specially on these burning issues, with Director HR by evening and accordingly we had a meeting with Director HR in presence of PGM SR BSNL CO by evening hours of 10/07/2025 wherein we have expressed our serious concern on all three burning issues viz. Asset Ambassadors, Reduction in Layers of Executives cadres from existing five to three and also about arbitrary changes in the Online attendance system.
After elaborate discussions and understanding the concern on both the issues related to Restructuring Cell, Director HR conveyed that concern expressed by associations will be given due consideration. He informed that there will be no compulsions on any executives and Asset Ambassador and Reduction in Executive structure are the ideas to add more revenue to BSNL and to enhance work efficiency and not trouble or demotivate executives by any means.
Director HR firmly assured to discuss and decide all the issues fresh as per suggestions from association in the larger interest of BSNL and its executives. He added that issues related to online attendance will be discussed on Monday in presence of PGM Admn who is out of BSNL CO for training this week.
Director HR informed us to give detailed submission on these issues and directed PGM SR to have discussions and have overall review.
On our request for progress of genuine HR issues as discussed in last meeting and further progress thereof, he assured to have the review meeting with SNEA on Monday, 14/07/2025 in the presence of concerned Vertical Heads.
In conclusion, Director HR summarised the stand of management that Asset Ambassador will not be mandatory and suggestions of associations will be given due consideration and directed PGM SR/RSTG to discuss and decide the issues.
The update on the meeting with CMD BSNL on these subjects will be shared shortly.
