SNEA CHQ has been updating that the proposal for JTO to SDE Promotions in Civil and Electrical wing are under active consideration for the last six months, but the same could not be materialised till today.
Even after our persuasion with all from GM BW to CGM BW, CGM EW Jt GM Pers DPC, DGM Pers Legal, DGM /GM Legal BSNL CO, PGM Pers, Director HR the initial proposal for JTO to SDE Promotions in Civil wing is under consideration and issue of legal impact of LICE 2017 pending court case was being quoted even after issuing Promotions in Year 2021.
Though the SCR and VCs for this JTO to SDE Promotions were called in May 2025, the proposal was moving at tortoise speed and we find some irrelevant issues were unnecessarily attached to this proposal for most deprived executives in BSNL.
But it is to inform that after different rounds of keen discussions with all concerned officers, finally all doubts are cleared and now it has been principally agreed that there are no any such critical and binding legal issues as being projected for last two years and JTO to SDE Promotions both for Civil and Electrical wing also can be issued as for many cadres in Telecom wing and EE/SE Cadres in Civil/Electrical wing.
With such continuous and keen persuasion by SNEA, now all so-called legal hurdles are cleared and now actual work of DPC will start this week. And if everything goes smoothly as it is going on, the long awaited JTO to SDE Promotion order for Civil wing is expected this week itself.
With this clearance of Civil wing proposal, the proposal of JTO to SDE Promotions in Electrical which is kept on hold in anticipation of clearance of proposal of Civil wing being part of the same LICE court case of 2017, will move ahead.
The process for approval of the proposal is expected in this week and then VCs and SCRs will be called by EW Section a fresh and if EW Section received VCs and SCRs of all eligible executives, the JTO to SDE Electrical wing Promotion order will also be issued by end of July 2025. This will be a great relief to JTOs in the Civil and Electrical wings who are waiting for their first promotion in the last 27 years.
