Update on JTO to SDE Promotions Civil wing: SNEA is continuously pursuing JTO to SDE promotions in Civil wing and till now issues have been cleared to better extent. But due to transfer of SDEs/AGMs from Pers DPC section, the process was at a standstill for the last 15 days as matter was struck up at which section had to conduct DPC for these promotions.
Finally, in the meeting held by Director HR BSNL Board last Thursday, it has been decided that DPC will be conducted by JtGM DPC BSNL CO and required approval will be given by DGM Pers II, which is still awaited and expected within a day or two.
SNEA CHQ is taking regular follow up for early promotions orders of JTO to SDE Civil wing with all concerned and hopeful for promotion order in coming week.
Update on JTO to SDE Promotions Electrical wing: The file of JTO to SDE promotions in Electrical wing is returned earlier by the DPC section is still not re-initiated by the Electrical wing in wait for fresh directions to initiate the DPC process for JTO to SDE Promotions in Electrical wing.
Yesterday, on 10/09/2025, GS SNEA and GS SEWA had a meeting with Shri Rajeev Soni, CGM EW BSNL CO for the same and discussed issues. CGM EW endorsed our concern and expressed that he also desires to see that all JTOs in the Electrical wing need to be promoted at the earliest.
After elaborate discussions, CGM EW assured that he will discuss with PGM Pers process file for JTO to SDE Promotions of Electrical wing and he was optimistic that with clearance of educational qualification disputes, all JTOs in Electrical wing will be promoted as SDE.
As per discussions, we are hopeful that the process for JTO to SDE Promotions will also be initiated by this week.
Note: It is unfortunate that when we are getting good support from higher officers in this case, issues are struck at lower level, and hence there is delay in issuing long awaited promotion orders of JTO to SDE in Civil as well as Electrical wing.
We sincerely regret for this deliberate and avoidable delay on the part of some individuals who still do not understand the pain of Executives in the Civil/Electrical wing waiting for their first promotion in 27 years of their devoted services.
Anyhow, past is past and we are hopeful that the issues will be settled in this fortnight and accordingly both promotion orders will be issued at the earliest.
