The sea-saw game between different units of BSNL Corporate with extreme level of all possible negative efforts by certain negative minded officers dealing with Promotions with sole aim of not issuing JTO to SDE Promotions orders for last two years, seems to have come to conclusion as the issue has been finally cleared by Legal Cell in last week with go ahead signal for JTO to SDE Promotions both under SCF/LICE Quota.
This may be the fourth attempt that the Pers/DPC section has sent the same file to Legal Cell BSNL CO for getting fresh clarification on already clarified points/issues and asking for similar flimsy clarification on the known issues.
This is a classic example of how a certain group of officers with the negative mindset can delay any solid proposal of promotions for a maximum period by twisting the issues by raising unwanted queries and creating fear and doubts in minds of senior officers on the known issues.
After such useless exercise of asking repeated clarifications from Legal Cell and all out efforts to delay the JTO to SDE Promotions of Civil and Electrical wing for more than two years, finally the process is moving forward for conduction of DPC.
One can check all such useless activities and deliberate delay in deciding this issue. One side CMD BSNL is asking for efficient working from field units, but here in Corporate Office under direct control of CMD BSNL, the issues are moving only in red tape manner and in tortoise speed that to be for promotion of officers waiting for their first promotion in last 27 to 30 years of joining as JTO in DoT/BSNL.
This promotion is seeing day light with table to table and person to person continuous persuasion by SNEA at all levels, and some of officers threatened us if SNEA is intervening they will spoil the proposal by raising queries & concern to the extent that Promotions will never happen for JTOs in Civil wing. Unfortunately they have been successful to some extent as the proposal is being shunted in the file for the last two years even after firm assurances by Director HR and personal instructions to concerned officers. If the officers concerned do not make any further attempt to derail the DPC of Civil wing by raising such known queries and doubts, , the Promotion Orders of JTO to SDE Civil wing are expected in the second week of December 2025 as certain responsible officers are on leave in this week.
The file of proposal for JTO to SDE Promotions in Electrical wing which was sent about four five times by EW wing in last two years was earlier returned repeatedly by quoting pending case of Civil wing and when sent last in May 2025, the same has been kept on hold by DPC Pers section without assigning any reason.
Now this file will be sent back to CGM EW for sending fresh proposal most probably for calling VCs and SCR for JTO to SDE Promotion DPC and after DPC for JTO to SDE Promotions in Civil wing, the DPC for JTO to SDE Promotions in Electrical wing will be conducted very shortly and if nothing goes wrong JTOs in Electrical wing will be promoted in January 2026.
