Update on Special & Short notice Formal Agenda Meeting with Director HR:

Though this meeting was scheduled on 05/05/2025, it was not held as PGM Pers was on leave and major issues to be discussed were of his vertical. Accordingly, the meeting was rescheduled by Director HR BSNL Board to next day and hence it was held on 06/05/2025.

This meeting was chaired by Dr. Kalyan Sagar Nippani ji, Director HR, BSNL Board and from Management side it was attended by Shri. Rajeev Soni, CGM EW BSNL CO with charge of PGM SR/RSTG on leave, Shri. Rajiv Kumar Kaushik PGM Pers BSNL CO, Shri. S.P. Singh, PGM Admn/Estt/Trg/Rectt BSNLCO, Smt. Asha Bawalia, DGM SR BSNLCO, Shri Satish Kumar DGM Pers-I and Shri G.P. Vishnoi, DGM Pers II BSNLCO,  

From the Association side this meeting was attended by Shri. M. S. Adasul, GS SNEA CHQ, Shri. Satya Sasidhar M, AGS SNEA CHQ, Mrs. Anu Agrawal,  CP SNEA BSNL CO and  Shri. Arvind Pal Dahiya, CS SNEA BSNL CO.

Formal Agenda Meeting started with a brief address by Director HR BSNL Board who welcomed the participants  with a note on the very purpose of this short notice special meeting and shared what he desires to discuss today. He directed his team to note all the points for issuing correct and factual minutes of the meetings.

In reciprocation we conveyed thanks to Director HR and his team, for arranging this short notice agenda meeting with focus on resolution of Key issues as raised by SNEA and requested for kind consideration for priority settlement of these issues before All India Conference at Bhopal.

Director HR responded very positively and affirmatively by taking note of it and directed all PGMs to give due consideration to the request and to have efforts for consideration of this special request of SNEA and see that all possible issues are decided quickly and as early as possible.

Before starting on actual agenda points submitted, we raised the concern of mass unrest among the BSNL Executives in the recent Mixed Transfer Order and we categorically pointed out how this Khichdi order has created mass industrial unrest among executives and how it has created doubts on actions and credibility of the Management.

We have further elaborated how these transfers have affected the morale of executives and how the working of BSNL will be affected with so much relocation. We expressed that the order is so complex that even it took a lot of time to understand this order and till many details are unknown and we are shocked to know such order with good aim and objective but not giving any respect to Transfer policy , uniformity , transparency and clarity which is need of any transfer order in Government Organization.

We submitted that the HR team of BSNL Headed by Director HR has always shown great HR approach towards BSNL Executives which is totally missing in this order and requested to disclose names of officers, who have decided this Khichdi Order creating the mass resentment and unrest amongst BSNL executives at Pan India.

Director HR agreed to the concern expressed by the association and shared that being HR Head of BSNL, he owns the responsibility of the issues in the Transfer order and no need to share the names. He added that whatever are the issues noted in this order, the Association may share details to PGM Pers and firmly assured all such issues will be given due consideration.    

We shared that though there are many issues with this order we find some good out of this order also and  details of as good outcome of this order {Copy <<>>} , the details of wrong doings, policy violation, pick and choose depriving even executives from Tenure stations, deliberate dislocation of SDEs promoted as AGM under LICE quota even from Circles having shortage of AGMs and when it was assured to post against existing vacancies etc. {Copy <<>>}  and corrective action required for clearing unrest among executives. {Copy <<>>}.

We also shared critical issues in this order viz. only 15 days joining time is given in this order instead of 40 days, Posting of AGMs at SDCA level when no post of AGMs is justified even at OA level and requested for immediate corrective action in this order well within guidelines of BSNL.

Director HR gave a look at the submissions by SNEA and directed PGM Pers to discuss all these issues with SNEA in a separate meeting within a day or two and resolve all possible issues with topmost priority.

We narrated that many individuals affected with this order have submitted the representations for justice and need immediate consideration and instructions for not relieving  these executives as some of the overactive Circle/BA Heads have started forceful relieving of the executives. We added that those who are willing and requesting for immediate relieving needs to be relieved and Circle/BA Heads may do it proactively, but the executives who are having issues and grievances needs to be given time and due consideration before any such forceful relieving.

Director HR informed that there will be no pressure from BSNL CO for immediate relieving of Executives who have represented for redressal of their grievances will be given due consideration.

In conclusion of discussions on the issues with recent Khichadi Order of Transfer posting and Promotions,  Director HR assured that all the issues raised by SNEA will be looked after one by one and also individual representations will also be given consideration and there is no need to panic. But he categorically added that the review of this order will be done only under directions of CMD BSNL for keeping BSNL First.

We conveyed thanks for the concern and approach of Director HR and shared that our suggestions for corrective action are well within the Great idea “BSNL First” by CMD BSNL and only required special and holistic review of this transfer order.    

After elaborate discussions on the most burning issue of mass Transfers, important agenda items were discussed one by one. 

We conveyed thanks to Director HR for directions to SR Cell for circulating important points and issue based discussions on these points with all vertical heads. We conveyed thanks to all vertical heads for their support and giving conclusive shape to many issues during these discussions.
