In continuation to the discussions held in Meeting Unions and Associations of BSNL on 18/12/2025 on undue delay of more than three months by BSNL Management in recommending agreed Wage Negotiations to DoT and resolutions to have immediate meeting of all the General Secretaries and Representatives of the Unions and Associations of BSNL had meeting with Dr. Kalyan Sagar Nippani, Director HR in his chamber by late evening of 18/12/2025.
Though Director HR was busy with some important work, he spared time for this meeting and gave a warm welcome to all. We conveyed the urgency of the meeting due to non-inclusion of the Wage Negotiations approval and recommendations in any of the Management Committee held till today. We added that in the last meeting by CMD BSNL on 15/12/2025 in the Committee room in his presence, CMD BSNL has directed to him and PGM SR to include this as agenda of the MC Meeting scheduled in this week/today, but this is not part of the agenda of today’s MC meeting. We expressed strong resentment over the indifferent attitude and deliberate delay in not placing the Wage Agreement issue before the Management Committee and then in the BSNL Board meeting and then its final recommendation to DoT.
Director HR informed that this issue has been active consideration and has been discussed with all and the MC note is being finalised for the same. As MC note is not finalised, the same was not included in agenda of MC Meeting today. He immediately called PGM SR and PGM Estt to finalise the Management Committee note on Wage Negotiations and directed that the matter be placed in the forthcoming Management Committee meeting and ensure that it is part of the Agenda of MC Meeting. By about five minutes of special discussions and directions to all concerned, Director HR ensured and firmly assured leaders that at any cost the Wage Negotiations agreement will be part of the next MC Meeting.
We also conveyed displeasure on the act of Management and SR Section to call for very short notice, without prior notice meetings with Unions and Associations and mainly action by SR section to call meeting without confirmation of availability of General Secretaries at Delhi Head Quarters and requested to confirm availability of General Secretaries at Delhi and call for any Meeting with prior and advance intimation of at least one day in advance and not by short notice of just hours as seen in the last two meetings. Director HR responded positively as assured to take care in future and required instructions will be passed to DGM SR for confirming availability before calling any such meeting.
We also conveyed the decision taken by the Unions and Associations of BSNL on undue delay by Management on not keeping assurances on Transfer of CGM TN/CHTD, GM HR TN and GM HR CHTD and restoration of agitational kept on hold in November 2026, in month of January 2026, if these transfers are not affected by 31/12/2025. Director HR responded that he is already working on the transfer of GM HR TN Circle and on transfer of CGM TN/CHTD and GM HR CHTD, he informed that the matter is to be decided by CMD BSNL and DoT.
Director HR informed that some positive actions are being taken by management on promotions and settlement of certain HR issues and assured for some outcome in coming days.
