This is a really unfortunate decision by the present BSNL Management to stop the well-established OTP Transfer procedure which has benefitted BSNL as well as executives over the years.
Consideration of OTP Requests were kept on hold by this CMD BSNL in December 2024 and now without giving consideration to pending OTP transfers of last two OTP windows now OTP window closed for one more year increasing trouble of the executives waiting for consideration of OTP transfers.
By such anti-executive harsh action, it seems that Management wants to project that nothing will be given consideration which is in favor of Executives.
This action of Management has created a negative and hopeless working atmosphere as executives are losing hopes of something good from this Management as more and more anti executive decisions are being taken in the recent past.
This is the most unfortunate decision by the Management which is not in position to settle any Financial HR issues and in the worst one sided approach it is withdrawing such a well-established, highly accepted and smoothly functioning OTP procedure.
We have tried to convince CMD BSNL that in consideration of OTP transfers, BSNL Money is being saved as all OTP Transfers are given consideration at own cost of executives and nothing is to be paid by BSNL, but even though assured for review, nothing has been done in these directions and this order is issued putting salt on wounds of the executives who are waiting for consideration of OTP Requests.
This harsh action by CMD BSNL is due to misleading and incomplete information from the HR section and we have seen fear in officers of HR section to put the factual position and guidelines for kind and sympathetic consideration by CMD BSNL and hence such decisions are taken.
It is unfortunate that even after detailed submission by SNEA Copy<<<>>, the HR unit could not convince CMD BSNL that Tenure Transfers are issued as per the DoPT/DoT guidelines immediately before or after completion of Tenure at these All India Hard tenure stations, but issuing such orders against these guidelines.
This is the worst decision by CMD BSNL which makes clear that he has not understood the pains and hardships faced by the affected executives in BSNL.
One side Hon Minister of Communications gives credit to BSNL workforce for excellent performance of BSNL and has very strongly projected that BSNL is not just surviving but it is thriving. Copy<<<>>
But here, the same workforce of BSNL is deprived from due benefits by its own Management and whatever facilities available that also are being withdrawn one by one as being done with these OTP own cost transfers. There is no guarantee that the next OTP window as proposed in this letter will be opened and OTP requests will be given consideration.
SNEA will continue its efforts to convince CMD BSNL to review these instructions and for restoration of opening of OTP window for Request Transfers and consideration of all OTP requests on six monthly basis. Let us hope for the Best.
