Since long we are updating that the JTO to SDE Civil/Electrical wing Promotions are being cleared and orders are expected soon, but same was not happening even after clearance from Legal cell of BSNL.
It is most unfortunate that even after green signal from Legal Cell to go ahead with these promotions, certain officers dealing with promotions have played one more game to delay the promotions by killing time by quoting different reasons. But mainly fear of pending appeal by BSNL in HC Chandigarh on reservations in SDE LICE 2017 was always projected in wrong manner and this game continued for last one and half year.
This proposal by BW wing for JTO to SDE Civil wing Promotions was initially cleared by Legal Cell in December 2024 for Promotions against vacancies of 2022 and 2023. But while addition of vacancies of Year 2024, the same queries already cleared by Legal Cell were again processed in file as fresh queries and again dispute was created thereby delaying this JTO to SDE Promotions in Civil wing and Electrical wing for period of two years.
All these deliberate hurdles were created while issuing Promotions against vacancy Yar 2022, 2023 and 2024 when the Promotions against vacancy Year 2021 were issued and that time nothing was seen or projected as pending court case and hurdles thereof in Promotions against vacancy year 2021.
If we agree for name sake that BSNL appeal is pending at HC Chandigarh since 2020 and hence Promotions of 2022, 2023 and 2024 cannot be issued court case is pending due, when case was pending since 2017. When case pending since 2020, do not create any hurdles on promotions against vacancy Year 2021, then how it will impact on further continued promotions of respective years, needs to be understood to know the deliberate attempts in delaying the Civil wing promotions.
This happens when the promotions in all wings including Civil wing for other cadres like EE/SE were issued but when it was turn of JTO to SDE Civil wing promotions the pending court case projected. We have closely observed that some officers dealing with these promotions have not given any hid to the clearance from Legal Cell and misguiding seniors by referring this Court case due to Appeal filed at High Court Chandigarh by BW wing against judgement of CAT Chandigarh on reservations in LICE promotions during 2017, for which only notification was issued and neither LICE was conducted, nor results declared for filling even single vacancy.
BSNL appeal against CAT Chandigarh Judgement on reservations in Promotions for JTO Civil LICE proposed in Year 2017 was heard finally on 09/08/2025 at High Court of Punjab and Haryana at Chandigarh wherein the request by BSNL to withdraw appeal so as to go ahead with Promotions as per DoPT Letter 22/04/2022, is considered. Now, with this consideration of request for withdrawal of the appeal by Hon HC Chandigarh the so called Ghost fear created and continued for last two years by certain officers dealing with promotions is vanished and now promotions have to go ahead with early orders.
But unfortunately what prompt action is shown for Promotions of others wings, same is not seen in this Civil wing promotions even though these JTOs are waiting for 27 years for their first Promotions and this happens when some Civil wing Officers are at the helm of affairs on these Civil wing promotions.
Our request to Director HR for early consideration of the JTO SDE Civil/Electrical wing were very positively responded by Director HR, but below level officers dared to show dust bin to all such instructions by Director HR and unfortunately same delay tactics are again continued.
When copy of the Court Judgement is received on by 12/08/2025 and VCs and SCRs of Civil wing are also rightly available with DPC Cell, the process of DPC is not started as initially there was dispute between Jt GM DPC and DGM Pers and now both the DGMs.
When SNEA has taken up this matter with PGM Pers, he was kind enough to take decision that DPC will be held by JtGM DPC and required manpower will be given to him by diversion. After this decision also nothing happened since last fortnight and this week DGMs are on leave and will join back on coming Monday and till time nothing will happen in respect of holding of DPC for these over delayed Promotions.
SNEA CHQ has raised concern about undue delay and delay tactics thereof with Director HR and PGM Pers and we are assured for completion of the JTO to SDE Promotions by end of August 2025 and we are hopeful for the same.
In overall process, the response from Shri. P. Dayal, CGM BW was very positive and we mention here that with his very positive approach and form stand only the issues are cleared and we could practically see that DPC process is initiated and major activities related to these JTO to SDE Civil wing Promotions are completed and Promotion orders will be issued within August 2025.
SNEA conveys thanks to Shri. P. Dayal, CGM BW for his initiatives and support by actions with firm stand so as to overcome the man made hurdles for last two years on this JTO to SDE Promotions in Civil/Electrical wing.
The process initiated by EW wing for JTO to SDE Electrical wing Promotions was returned by Pers DPC section many times, quoting this pending case and re put up it after clearance of Civil wing case, and as on today the file is pending with Pers DPC section for approval of JTO to SDE Electrical wing promotions for Vacancy Year 2022, 2023 and 2024.
On this approval by Pers DPC section, VCs and SCRs of all JTOs in Electrical wing in zone of consideration of DPC for SDE Promotions will be called by WE wing and then DPC will be held by Pers DPC section.
Shri Rajeev Soni, CGM EW also is very positive and has always supported persuasion by SNEA and has assured for early completion of basic process of calling VCs and SCRs. We are hopeful that with completion of overall DPC process, the orders for JTO to SDE promotions in Electrical wing also will be issued in early half of Sept 2025.
These Promotions are being pursued by SNEA in table to table manner for last two years and we had very bitter experience on response of the Officers dealing with these promotions as attempts were made to delay promotions, otherwise promotions could have been issued at least by end of 2024. Now past is past and we will focus on present needs. Let us hope for the best by forgetting all worst in the past.
