AGM Pers BSNL CO writes specifically to CGM BBNW/ ITPC/ CNTX Circles restricting them in issuing any Intra Circle Transfers out of territory of the working Circle. Copy<<<>>
The reason given for this is misuse of the authorities by some CGMs in transferring officers in their jurisdiction and again sending them back on deputation, tour or administrative requirements.
This is one more adverse action by BSNL management on a well-defined Transfer policy.
These powers were given to certain Non-Recruiting Circles to retain the Talent and expertise in these Circles developed with specific aim and for specific works which needs expertise are now withdrawn.
The long stay Transfers in these Non-Recruiting Circles were smoothly operating and have been well accepted by all. The executives who were transferred by these Circles have completed their tenure out of the territorial Circle and some of them have joined back to home Circles and some are on the way to join back.
But it seems that BSNL Management which want to see that every executive of BSNL in trouble with unwanted transfers as being done for executives in Territorial Circles as OTP Transfers are not considered for last one year and some transfers are issued on pick and choose basis and all other executives s including executives from All India Hard Tenure stations are waiting for consideration of their transfers.
It was required on part of the Pers Section that corrective action is taken by considering OTP transfers pending in the Pers section and not by stopping the effective procedure and process flowed by Non-Recruiting Circles for issuing OTP Request transfers with effective use of expert hands and experienced talent as is being done now.
No doubt, some Circle Heads misused these powers in some specific cases of long stay transfers and there may be few executives got undue benefits out of it and we do not support such actions and we demand to fix responsibility when such serious issues are noticed by the Management. But it does not mean that the entire process is wrong and the well-defined and well accepted process is changed and all executives are made to suffer.
It was quite possible that these Circle Heads would have been stopped from issuing the Deputation Orders of the executives transferred due to their stay or issuing any deputation order.
But here instead of corrective action, damaging action is taken by BSNL Management and now all executives who have never taken any such deputation will also be sufferers.
Now it has become practice in BSNL, that even for small illnesses like cough and cold, they want to give chemotherapy which is being issued in rare cases and the same is the approach here.
It is important that specifically BBNW, ITPC and CNTx Circles are being restrained from issuing any such transfer orders and free hand is given to CGM ALTTC, CGM INSP Circle, NFS Circle are allowed to issue such transfers as nothing is mentioned about these Circles.
SNEA will take up this matter for restoration of these powers of Circle heads and at the same time action to stop such misuse by some of the Circle Heads.
