It is directed for strict adherence to these guidelines with warning that any deviation from these instructions will be viewed seriously.
It is understood that some sections have called advance VCs and letters were sent to field units and the said letters have been used for challenging the promotions in Court cases asking for staying promotional process and hence such strict and binding instructions are issued for seeking prior permission for calling VCs for promotions as well as deputation cases.
