Update on meeting of Benevolent Scheme for BSNL Executives: 

As per the notification issued by AGM admin BSNL, the Meeting of the Committee for finalization of Terms and Conditions of the Benevolent Scheme for BSNL Executives was held at 1130 Hrs today at Committee hall 1st Floor, Bharat Sanchar Bhavan, New Delhi.

This meeting was attended by all the Committee Members and officers from the Admn Section dealing with this issue.

From SNEA this meeting was attended by Shri Arvind Pal Dahiya JSC CHQ, Ms Anu Agarwal, CS BSNL CO and Shri M. S. Adasul, GS SNEA.

The Draft of the scheme was shared with us by DGM Admn and it was discussed in depth.

It is proposed to have contributions for this scheme only in case of receipt of claims from the members. The claim will be settled only in case of death and not for any other reasons.

To start with the scheme it was proposed to keep the amount of Claim per member as Rs Ten lakhs. But SNEA requested to enhance the amount so that the family gets a certain amount for survival after the exit of the Head of Family. After elaborate discussions, it was decided to fix Rs. Twenty lakhs per claim.

This amount of claim will be equally deducted from the salary of the members opting for this Benevolent Scheme.

In case there is no claim in any month, then there will not be any deduction.

This claim amount will be reviewed after four months by accessing membership but maximum contribution per member will not be more than Rs 500 per claim.

The options will be called through ESS/ERP after legal vetting of the scheme and its approval by Management.

The review options will be called every year, wherein members will be able to withdraw the membership or join fresh to this Benevolent Scheme.

This Scheme will be available only for the Executives working in BSNL and whose Salary is being drawn by BSNL.

On superannuation Retirement, VRS or deputation the member will automatically exit from this Scheme and neither the claim amount will be deducted from his salary nor will he be eligible for any claim thereafter.

This Scheme will be optional and only willing Executives will be members of this scheme.

In case of an unfortunate death of member, the Benevolent Scheme claims are to be submitted by the family members of deceased executives to the office of concerned BA Head and the claims will be settled by the Standing Committee at BSNL Corporate Office. The claim amount settled will be deducted from the Salary of that month.

Further the maximum amount deducted from members will be Rs 500 and in case more members the amount Rs 20 lakhs will be collected by deduction of equal contribution from all which will be naturally less than Rs 500.

e.g. in case membership of this scheme becomes 10000 then only Rs 200 will be deducted from the salary of members of this Benevolent Scheme.

If 20000 members join this scheme then Rs 100 will be deducted from the members.

If a minimum 4000 members joins this scheme, then Rs 500 will be deducted from members and the claim amount will continue to be Rs 20 lakhs.

But if Members joining this scheme are less than 4000, then also a maximum of Rs 500 will be deducted per claim but in this case the claim amount will be less than Rs 20 lakhs and it will depend on actual members present at the time of settlement of the claim.

Though we have requested for contribution from BSNL it was not agreed to citing the Critical Financial condition of BSNL, but it has been assured for its review of contribution by BSNL at a later stage and at present the Contributory Benevolent Scheme will be started after approval of the Board.

It was also discussed for the existing Benevolent Schemes available at some Circles and its closure on activation of this Centralized Benevolent Scheme for executives in all Circles.

These are recommendations of the Committee as per discussions held today, subject to approval of BSNL Management.

This scheme is expected to start by New Financial Year after its approval by BSNL Management. Hope for the best.
