NCOA Meeting with Economic Advisor/ JS, DPE: 

NCOA President Shri. M. S. Adasul, Working President Shri. N. K. Banchchor and Chairman GC Shri V. K. Tomar met the Shri Sumantra Pal, Economic Advisor/JS, DPE on 14/05/2026.

The delegation thanked him for the removal of the unwanted Clause 5 from the IDA revision orders and requested his intervention in respect of loss-making CPSEs which have still not implemented the IDA revision w.e.f. 01/01/2026 due to the February 2026 orders.

The Economic Advisor stated that after issuance of the April 2026 orders, there should not be any difficulty in implementing the IDA revision w.e.f. 01/01/2026 and mentioned that DPE has no further role in the matter now. We narrated that some PSUs including BSNL/MTNL are facing such issues for payment of enhanced IDA as per DPE OM 27/02/2026.  Economic Advisor DPE informed that now there should not be any issue but till any administrative ministry has doubt /query the same will be cleared immediately.  

Regarding the constitution of the 4th PRC, he informed that DPE has completed all preparatory work for the constitution of 4th PRC. However, since the report of the 8th CPC is expected by mid-2027, DPE intends to wait for some more time before sending the proposal to the Cabinet Secretary. He advised NCOA to give their suggestions and feedback with sector wise presentation of 4th PRC and assured for the positive consideration of suggestions/feedback from NCOA.  

On the issue of Child Care Leave not being approved in many PSUs, he requested NCOA to submit a draft proposal on the lines of the DoPT orders so that DPE may issue a similar order independently instead of merely endorsing the DoPT instructions on the subject so that the same is uniformly implemented in all PSUs.

The delegation also shared hardship and difficulties faced by PSUs due to affordability clause applied for grant of 3rd PRC and requested for removal of the affordability clause in the 4th PRC. The Economic Advisor agreed to our concern and asked NCOA to come forward with alternative proposals suggesting how the benefits of the PRC could be extended while suitably diluting the affordability clause, particularly in matters relating to benefits of employees.
