
{Report by Shri. Sushil Tripathi, CS SNEA UPE}: A grand and highly successful Meeting of the Circle Executive Committee of the Sanchar Nigam Executives’ Association UP East Circle was organized in the Conference Hall of the BSNL Telephone Exchange, Indiranagar, Lucknow on 10/04/2026.
The entire proceedings of the meeting were presided over by Shri. Arun Shah, President SNEA UPE Circle.
The Chief Guest of this prestigious program was the Honourable Deputy Chief Minister of Uttar Pradesh Government, Shri Keshav Prasad Maurya ji.

This successful event was organized by Circle Secretary Shri Sushil Tripathi along with his circle team and Lucknow BA team.
The proceedings of CEC Meeting started with flag hosting at 0930 hrs, then CS Report and Report by Circle Treasurer, which were approved and accepted by house with loud claps.
The open session began with the lighting of the lamp and Saraswati Vandana. The conference hall was packed, with more than 250 BSNL Executives attentively listening to the special and address by the dignitaries.
The open session commenced with the address of Shri Arun Kumar Garg, Chief General Manager, BSNL UP (East), wherein he elaborated on the achievements of BSNL UP (East), highlighting the installation of 4G towers at saturation sites, border areas (BOP/BIP), and regions affected by left-wing extremism. He also shared that BSNL has been profitable for the past two years with positive EBITDA. Additionally, consumers in BSNL UP (East) Circle are the highest data users across seven northern states. He announced the relaunch of SIM cards at ₹1 in April.
Hon’ble Deputy Chief Minister Shri Keshav Prasad Maurya ji, in his address, recalled his long-standing association with BSNL since his time as a member of the Telecom Advisory Committee. He praised BSNL for establishing more than one lakh towers nationwide and stated that under the direct guidance of the Hon’ble Prime Minister, BSNL has become a profitable and strategic public sector enterprise, delivering services to remote areas of the country.
Subsequently, Hon’ble Shri Braj Lal ji, Honourable MP shared his experiences from student life to the present. He emphasized that BSNL services have been extremely useful in surveillance during crime control. He appreciated BSNL’s 10% positive growth and assured that he would raise BSNL employees’ issues in the Parliamentary Committee. He also mentioned the government’s commitment to BSNL and the regular reviews conducted by the Telecom Minister, along with reforms such as the Bharatiya Nyaya Sanhita (Indian Penal Code reforms).
Shri. M. S. Adasul, General Secretary SNEA CHQ in his address stressed the need for implementing the 3rd Pay Revision Commission , SAB and Standard Pay Scale for BSNL employees before the Deputy Chief Minister and the Member of Parliament. He highlighted contribution by BSNL workforce and need of its recognition by Government for grating due Financial benefits of BSNL Executives including Pay Revision and upgraded standard Pay Scales.
Other speakers included Shri. R. C. Pandey, GS BTEU, Shri Ajay Trivedi, CS SNPWA, Shri Pavitra Singh, AGS SNEA, Shri. Dinesh Gautam, CS SEWA, Shri Tilak Raj, CS BSNLEU, Shri. Atul Singh CS NFTE also shared their views and updated house about different issues related to growth and development and HR issues of the executives and stressed for need of strong unity for resolution of pending HR issues.
After the lunch break, the delegate session was held wherein Shri. M. S. Adasul, General Secretary SNEA CHQ updated house about current progress and status on different HR issues of BSNL Executives and Company issues being pursued by SNEA with BSNLCO/DOT/Govt. He satisfactorily replied all queries and doubts by the delegates present in the house.
In continued delegate session all District Secretaries from all Districts of UP East Circle presented reports from their respective areas. With submission of District Secretaries and elaborate discussions in the meeting, the House passed the following key resolutions:
- Arrangement of panel hospitals for BSNL employees in every district
- Immediate implementation of the 3rd PRC and standardized pay scales
- Laying of OFC planning and approval to UPE and NTX-N for survival.
- Improvement in mobile service quality and increasing of BTSs.
- Increasing FTTH bandwidth from 500 Gbps to 1000 Gbps
This meeting is bound prove to be a significant step towards growth of BSNL, employee welfare and strengthening of the Telecom services.
The fully day deliberations of CEC Meeting concluded at 2000 Hrs with National Anthem and slogans of unity and dinner thereafter.
