This underlines and strengthens the stand of AUAB , that issues at the level of BSNL are over and it is time that DoT has to take call on it and convey its administrative approval and no action has been taken by DoT for the last seven months on this proposal.
DoT which has taken total control of BSNL even from monitoring of routine faults and looking into each and every issue of BSNL is neglecting the genuine demand of Executives and Non-Executives of BSNL.
It is a matter of concern when DoT is sensitive to every issue, why it is insensitive and casual on this issue for the last 7 to 8 years is really a matter of concern. It may be noted that the fourth Pay Revision Committee may be constituted very shortly and this is the right time that our Third Pay Revision is approved by DoT by giving due weightage to the devoted and dedicated services rendered by Executives and Non-Executives of BSNL.
Instead of having dialogue with the agitating workforce of BSNL, in ruthless manner yesterday BSNL has constituted committee for Compulsory retirement of BSNL Executives and Non-Executives and efforts are being made to continue that there is excess manpower and it needs to curtailed and surely it is as per the mis-guidance by DoT and its blind acceptance by the BSNL Management. DoT is not doing its works which are required for improvement of BSNL viz. Posting of Regular CMD, Filling vacant post of Director CM, Director CFA or posting CGMs at all Circles but busy is forcing BSNL to work on loss making Projects of BBNL that are in extremely rural areas.
It is crystal clear that Executives and Non-Executives of BSNL are not responsible for losses of BSNL, but it is failure of DoT to give freedom to BSNL for deciding on work for profit or work for Nation without looking into loss profit and we employees are being harassed by continued denial of third Pay Revision for last nine years and the officers from DoT who are leading BSNL since its formation and responsible for all activities of BSNL including loss /profit are given benefits of 7th CPC and the same is denied for its own workforce of BSNL.
The Government of India led by Honourable Prime Minister Respected Shri. Narendra Modi ji has extended support in tune of 3.5 lakh Crores of rupees and every decision on utilisation of this money is taken by DoT and majority of equipments are installed in Rural areas as per binding directions of DoT, where chances of profit are less rather nil and other side proposal of BSNL for approval of third Pay revision involving just few Crores that to be from its own resources of BSNL is kept on hold without any decision.
When the Government of India is positive by all means on this issue, action is not initiated by DoT even after six years of DPE for getting approval from Cabinet for relaxation of Affordability clause.
Respected Shri Jyotiraditya Scindia ji , Honourable Minister of State Communication has also directed for submitting proposal in January 2026 Copy <<<>> but the same also not responded by the said Officers in DoT

But practically the proposal is not moving forward for the last seven months and DoT is compelling us to go for this agitational call and register our strong protest against this casual approach of certain officers in DoT.
Peaceful demonstration for genuine demands that to after wait of nine years for justice from DoT is our right and we have to utilise it by mass participation in the agitational programme so as to get approval of Third Pay revision for all of us at par with the Officers working on deputation to BSNL. The Parliamentary Committee also has underlined this discrimination in its report submitted to Parliament which needs to be responded to by DoT, but the same is not given due cognizance by DoT.
This conspiracy needs to be exposed by such mass protest as it is really a do or die situation and everyone from BSNL has to raise for the occasion regardless of Union /Association he/she belongs as this call is given by All Unions and Associations of BSNL for the Third Pay Revision in BSNL which is needed by each one from BSNL.
