AGM Pers BSNL CO issued orders for cancellation of Long stay Inter Circle Transfer of Women Executives issued in the last two years and who were not relieved for different reasons. Copy<<<>>
The order brings significant relief to all such female executives whose transfer orders have now been cancelled. This order gives hopes for other Executives who are waiting for cancellation of their Transfer orders on genuine grounds as well as it gives hopes for executives waiting for consideration of OTP Request Transfers.
This development is the outcome of the united demand raised by the women executives of SNEA during the online meeting held on International Women’s Day 2026, wherein they strongly requested SNEA CHQ to pursue complete exclusion of female executives from Long Stay Inter-Circle Transfers.
Since then SNEA CHQ has taken up this matter for exclusion of Women Executives from Inter Circle Long stay transfers as was done earlier and we are happy that our request has been given consideration by exclusion of Women Executives from Inter Circle Transfers issued in Year 2026.
Now, in the same mission, all the Women executives who were transferred under Inter Circle long stay transfers but who were not relieved for different personal and administrative reasons or not joined at transferred Circle, have got relief as their transfer order is cancelled.
You may remember that in an unfortunate black day of 2022, the mass Inter Circle long stay transfers were issued and first time BSNL Executives were transferred giving reason for their continued working in particular Circle for more than 23/24 years and most unfortunately Women executives were also included in this inter Circle Long stay transfers.
Before this, there was no concept of Inter Circle long stay transfers of Executives in BSNL except some transfers to meet shortage in particular Circle on promotions and ladies were excluded from any Inter Circle Transfers and even on promotions they were excluded from Inter Circle transfer.
As per transfer policy Women executives working at All India Hard tenure or opting for all India Hard tenure were given special recognition and entries of their working at such difficult stations were made in their APRs and office records.
But from 2022 onwards, Women executives not only from Non-Tenure stations, but even from all India hard tenure were harassed by Inter Circle transfers.
Since then SNEA has taken serious efforts by continuous persuasion with BSNL management to stop these long stay transfers.
Initially, there was reluctance from the Management and it was projected that such Inter Circle transfers will bring change in work culture and this concept of then management has failed as it was baseless and fabricated.
With continued discussions at all levels with supportive feedback and documents, BSNL management has positively responded and have stopped mass Inter Circle transfers just on basis that some has completed 22/23 years of continuous service in particular Circle and started need base transfers to meet shortages in particular Circle and Women executives were excluded from such need base Inter Circle transfer.
Now one more forward step, with special Intervention by Honourable Minister of Communications Respected Shri Jyotiraditya Scindia ji, now pending Inter Circle transfer order of Women executives has been cancelled. This order is firm assurance that henceforth Women executives will not be transferred in Inter Circle long stay Transfers and their OTP Requests will be given priority consideration as done earlier.

Rajeev Kumar Kaushik, PGM Pers BSNL and his team of Pers Section BSNL CO for this special transfer cancellation order giving relief to all Women executives in BSNL.
SNEA CHQ is aware about the pains and hardship of the other Executives including Women Executives who have obeyed the long stay Inter Circle transfer orders and waiting for Ghar Wapasi/Home Circle OTP Request Transfers.
We have taken up the early consideration of OTP Requests of all such executives with CMD BSNL and he has assured for consideration of all such OTP requests.
In our meeting yesterday late evening, we have raised this issue as special item with CMD BSNL and we are informed that one AI based Transfer Posting App is being developed and efforts are being made to make the transfer posting process very transparent and user friendly and very shortly all the pending OTP Requests will be given consideration.
We have also requested for special order in a similar manner for Ghar Wapsi/Return to Home Transfers of all Women executives regardless of their stay in the transferred Circle, for which CMD BSNL has responded positively and assured to take review of it and take action accordingly.
Although delayed, this order marks another important milestone in reducing the hardship caused by Long Stay Inter-Circle Transfers. SNEA CHQ will continue its sustained efforts to ensure a fair, transparent, and humane transfer policy and to secure early Ghar Wapasi/Return to Home for all deserving BSNL executives. Hope for the best.
