With special OM dated 09/04/2026, DoT constituted a high level Committee to recommend measures for Human Resource (HR) Management of BSNL. Copy<<<>>
It is unfortunate that though the subject of letter is HR management of BSNL nothing is specifically mentioned about HR management of BSNL and its executives but the main intention of this letter seems to be continuation of deputation of ITS officers from DoT in BSNL against directions of PMO.
The terms of reference of this committee are:
- Governance of Institutional strengthening of BSNL.
- Performance Management and accountability.
- Framework for HR sourcing and frame work.
- Management of ITS officers with focus on deployment of ITS officers in BSNL.
This fourth point (d) above, is against the decision taken in the meeting held on 07/01/2026 headed by Honourable Prime Minister of India and conveyed by NITI Ayog vide letter dated 29/01/2026. Copy<<<>>
Honourable PMO office vide point 10 has directed to take steps repatriate all persons on deputation from other departments with BSNL in time bound manner i.e by 31/10/2026 and responsibility is given to DoT.
But this committee constituted by DoT is directed to submit recommendation of ITS officers on deputation from DoT to BSNL and to recommend to measure and reward the performance of ITS officers on deputation in BSNL.
It means either decision taken in meeting headed by Honourable PMO has no meaning or some officers dares to give open challenge to decision taken by PMO for stopping deputation of officers from DoT to BSNL.
SNEA will be taking up matter suitably either for correctness of directions issued by PMO office or to correct the terms of reference of this high level Committee constituted by DoT for HR Management of BSNL for clarity on the subject and to have proper HR management of own Officers of BSNL.
