One side CMD BSNL has assured to discuss the issues related to Restructuring plan pilot project of Uttarakhand Circle along with CGM Uttarakhand and meeting was scheduled on last Friday 24/07/2026, but was not held.
It was expected that this meeting will be held in this week with Committee members of Restructuring Committee along with CGM Uttarakhand Circle and leaders of AUAB CHQ and Uttarakhand Circle.
But nothing has been done for discussions as assured by CMD BSNL, on the contrary forceful action of betrayal, CGM Uttarakhand has acted one step forward for implementation of this pilot project in the following manner.
- CGM Uttarakhand has submitted fresh proposal to BSNL CO by quoting that proposal is discussed with AUAB Uttarakhand, but discussions are not held with AUAB Uttarakhand by CGM Uttarakhand.
- Further no discussions are held with AUAB CHQ by PGM Restructuring & Director HR as directed by CMD BSNL in meeting dated 21/07/2026.
- Continuing betrayal more bluntly, CGM Uttarakhand has moved second step forward by calling Options for AGMs and DGM posting at newly defined Zonal Offices.DGM <<<>> AGM<<<>>
- Most disappointing is that these options are called at own cost of the Executives and no money will be paid for such dislocation in the interest of service.
- It is further disappointing that CGM Uttarakhand has written letter for closure of facility of Immunity available for Office Bearers of Unions and Associations for forceful posting of all Executives and employees at new Zonal Centres and at Gram Panchayat & Block level
In protest of Betrayal of CGM Uttarakhand and cheating action of management, AUAB Uttarakhand has issued notice for immediate agitational call starting with Lunch Hour demonstration.
AUAB CHQ Meeting held today 27/07/2026 at 1300 Hrs at NFTE Office Delhi has discussed this issue and expressed serious disappointment on the betrayal by CGM Uttarakhand and BSNL Management.
The meeting condemned betrayal action by CGM Uttarakhand and CMD BSNL and has unanimously decided to strongly protest against this betrayal by BSNL management with single demand of total roll back of Restructuring Plan.

It is crystal clear that BSNL Management is trying to destroy BSNL by forceful implementation of this one sided, biased and loss making proposal for shifting total failure of the Management on employees by posting all executives and employees to Gram Panchayat and Block level and indirectly holding them responsible for the failure of management to meet expectations of Government in maintaining Bharat Net Project.
AUAB meeting was held on 27/07/2026, had discussed in detail the struggle of the Uttarakhand Executives and Non-Executives, who have already started the struggle against the Pilot Project in the Circle. CIRCULAR <<<>>
After a threadbare discussion, the meeting decided to intensify the struggle with all-out seriousness by submitting a memorandum to the Circle/BA Heads and CMD BSNL registering protest elaborating betrayal on the day of the countrywide Lunch Hour demonstration on 31/07/ 2026.
It was also decided to observe a Protest Day on 28/07/2026 by wearing black badges during duty hours.
AUAB will organise a countrywide Twitter Campaign to draw the attention of the DoT and the Government for immediate intervention in the matter.
